China’s population ageing is gradually deepening,a large population,structural aging will be the future development of China’s new basic national conditions.At the same time,the adaptability of the aged to the social environment becomes worse,and they tend to be marginalized in the family and society,which leads to various social problems.Active aging,as an effective measure to deal with the current aging problem,is helpful to break the bondage of the traditional negative concept of providing for the aged,improve the quality of life of the aged,and promote the healthy,stable and harmonious development of the society.Under the guidance of the concept of active aging,as a part of life-long education system,old-age education has come into the public vision.The education for the aged is a comprehensive social education,which is led by the government and participated by the society,and aims at the aged over 60 years old and takes the university for the aged as the main platform to meet the spiritual and cultural needs of the aged and to realize the continuous socialization of the aged.Its basic forms include university for the aged,community education for the aged,long-distance education for the aged,social education for the aged and independent education for the aged.The education for the aged is an important part of the national cause of the aged and education,whose development can not be separated from the guidance,support and help of the state.At present,the education for the aged has been brought into the public service system of our country,which means the state should take the corresponding responsibility in the process of the development of the education for the aged.Generally speaking,the main contents of the national responsibility for the education of the aged include the responsibility of system construction,the responsibility of financial payment,the responsibility of implementation and supervision,the responsibility of leading and the responsibility of propaganda.The theoretical basis of its responsibility source includes two aspects,from the realistic level,in order to find the new economic growth point of the society,it is necessary for the state to undertake the responsibility area to deeply excavate the education consumption demand of the old group and promote the economic development.At the same time,the state develops human resources for the elderly through education to help them realize re-socialization and continue to participate in social production and life.In addition,the state’s responsibility for the development of Education for the elderly actually makes up for the inadequacy of the functions of the child discipline,enabling the elderly to integrate normally into modern family life,easing intergenerational conflicts in the family,and maintaining harmonious family relations and social stability.At the normative level,since the right to education of the elderly is one of their fundamental rights,the state has the obligation to ensure the development of education for the elderly,including the obligation to respect,protect and pay.This means that the state needs to provide the basic institutional guarantee and the guarantee of educational conditions for the elderly.With the support and development of our country,the achievements of the system construction and the practical development of the education for the aged in our country are remarkable.The construction of the national system of education for the aged has been gradually improved through exploration and enterprising.The existing provisions on the right to education for the aged are distributed in various normative documents at different levels,at the central level there are mainly the constitution,basic laws,and normative documents of the State Council and departments,and at the local level there are Local ordinance and local government regulations.At the same time,under the guidance of a series of policy documents,the state has also taken a number of concrete measures in practice to develop education for the elderly,it mainly includes the construction of education platform for the aged,the financial investment and tax preference,the investment of teaching place,facilities and equipment,the instruction of education and teaching and the training of teachers.At present,although China’s education for the elderly has made rapid progress,there are still some deficiencies in the implementation of the national responsibility for education for the elderly,including the concept of the elderly education development is not mature,the elderly education legal system is not sound,the elderly education regional development is not balanced and the elderly education operating mechanism is not smooth.To solve the above-mentioned problems is the basic direction and realization path of perfecting the national responsibility of education for the aged.First,the state should strengthen the guidance of the concept of old-age education,and realize that old-age education is an integral part of life-long education,a basic way for the continuous socialization of the old,and an effective means for the realization of the value of the old.Second,the state has enacted special legislation on education for the elderly,which should pay attention to the core idea,value orientation,key elements and key contents in the process of formulating the law.Third,the state should strengthen financial support for the education of the elderly and incorporate financial outlays into the national economic and social development plan,with emphasis on the three aspects: The mechanism for guaranteeing educational outlays,the balanced allocation of educational resources and the clear and reasonable income of teachers.Fourth,the State shall improve the operational mechanism of education for the elderly,this includes clarifying the specific administrative departments of the education for the aged,strengthening the subject construction of the education for the aged,implementing the mode of running a school in different stages,formulating the education syllabus and curriculum plan for the aged,and establishing the contingent of teachers specialized in the education for the aged.
