With the rapid development of the economy,the development of education has attracted more and more people's attention.The report of the 19th National Congress clearly stated that "try to make every child enjoy fair and quality education." Basic education,as an important part of the strategy of rejuvenating the country through science and education,is the foundation and key of education,with the aim of learning the foundation of each discipline.Knowledge and theory lay the foundation for cultivating talents,which can lay the foundation for subsequent higher education.It is particularly important to do a good job of educating the people and to promote a fair,rational and effective allocation of quality basic education resources.As the main body of responsibility for arranging basic education resources,the government has very important responsibilities and status.The realization of educational resources from "wide coverage" to high quality is an urgent problem to be solved in the current basic education stage.Based on the theory of public goods,the theory of equalization of public services,and the theory of government responsibility,this thesis uses comparative data and comparative data based on the data of the schools in the basic education stage of 14 cities above the prefecture level in Liaoning Province from 2013 to 2016.The method of analysis shows the status quo of high-quality basic education resource allocation among 14 cities above the prefecture level in Liaoning Province.Starting from the aspects of schooling conditions,teachers' level and investment in education,the reasons for the imbalance of resource allocation in high-quality basic education in Liaoning Province are analyzed comprehensively.At the same time,it is clear that the government is the main body of responsibility and proposes to promote the foundation of Liaoning Province.Suggestions for a balanced allocation of quality education resources during the education phase.This thesis believes that optimizing the government's responsibility in the allocation of quality education resources should start from many aspects.The government should clarify its own position,strengthen the responsibilities of governments at all levels;improve the relevant mechanisms for financial support for basic education;optimize the allocation mechanism for basic education resources,improve the teacher training system;establish a basic education equalization policy implementation mechanism,including the establishment and improvement of basic education legal regulations Establish a policy implementation supervision mechanism.Based on this,it also proposes to combine the application of contemporary Internet technology,establish alliances and educational resources sharing websites between regions,between urban and rural areas,and between schools,create communication platforms,and regularly conduct teacher exchanges and other measures to promote quality basic education resources.Countermeasure recommendations for balanced configuration.Based on the data of the status quo of high-quality basic education resources allocation in Liaoning Province from 2013 to 2016,this thesis analyzes the regional differences,regional differences and inter-school differences in the allocation of high-quality basic education resources in Liaoning Province.The fundamental reason is the difference in economic development level.Due to the imbalance of economic development levels in various regions,there are also differences in investment in education.Therefore,it is necessary to rationalize the regional economic development in order to rationally allocate high-quality basic education resources.At the same time,clarifying the role of the government and strengthening the implementation of government responsibility are fundamental to promoting the good allocation of quality basic education resources.As the key responsibility of the allocation of quality basic education resources,the government must assume its own responsibilities.Clarify the main position of government investment,innovative education mechanism,balance the development of basic education to the government assessment system,coordinate the balanced development of regional economy,gradually reduce the unequal gap in regional education;improve the financial support policy for basic education,including improving existing The payment mechanism of fiscal transfer,the establishment of a tiered burden financial input policy,and the multi-channelization of the fundraising measures for education;changing the basic education resource allocation policy,improving the teacher-related training system,improving the overall quality of teachers,and regulating the supply of urban and rural teachers balance and establish a basic education resource sharing policy;establish a basic education balance policy,including establishing a policy implementation supervision mechanism and improving basic education laws and regulations.
