In the Party’s 18th meeting, President Hu Jintao proposed the target of constructing an service-oriented government with scientific occupation, optimizational structure, disinterestion and efficiency, people-satisfactory. In this period, achieving the equalization of public services has become an important task for the government. As a kind of public good provided by the government, the quality of basic education not only measures the government’s ability to fulfill its obligation, but also related to the future development of quality training of the people, especially school-age children. Therefore, achieving the equalizational development of basic education in urban and rural is a obligation to all levels of governments.This paper takes the basic education in Keerqin district, Tongliao city as a research object, using the Educational Equity Theory, the Public Goods Theory and the Responsible Government Theory, focusing on the analysis of the governmental responsibility of Keerqin district government in the equalization of basic education in rural and urban development. This article first describes the development status of basic education in Keerqin district in this stage, then sets out the relevant data, analyses and shows that there are non-equalization of basic education in urban and rural development in the area. Then from the perspective of public management research, with a focus on government’s responsibility to analyze the performance of government’s responsibility in rural and urban non-balanced development of basic education of the Keerqin district government, namely weak enforcement of education regulations and policies, the overall lack of investment in education, the "urban-centrism" in educational resources distribution and the government’seducation function transformation hysteresis.From the dual economic structure, governmental finance system, educational supervision systems and the leaders’performance concept, etc.,to explore the reasons for lack of governmental responsibility of Keerqin District government in the non-equalization of basic education in rural and urban. Finally, with the reasons for the lack of governmental responsibility, this paper proposes four Suggestions to solve the lack of governmental responsibility of Keerqin district governments, namely suggesting the government leaders establishing a scientific"education performance concept",establishing a scientific basis for education finance system, implementing the government’s educational supervision system and coordinating the development of basic education in urban and rural areas.
