With the continuous development of society and economy and the rapid update of science and technology,accelerating the construction of higher education and Training comprehensive,innovative and practical high-end talents to adapt to the rapid development and change of the world has become one of the most important tasks for our country.It is also of great significance to enhance the core competitiveness of the country and to achieve the goal of building an innovative country.Driven by the realistic requirements of the construction of the university curriculum system and the needs of social development,the quality of doctoral students in China has attracted more and more attention.Japan’s doctoral education has a history of more than 100 years,and its doctoral students training system is relatively complete.Especially after the World War II,with the support of the basic national policy of "building the country with science and technology",Japan’s doctoral education has made great progress.Since the beginning of the 21 st century,the Japanese government has continuously carried out higher education reforms and launched a series of doctoral education reform plans that point to practical needs."The Program for Leading Graduate Schools"(hereinafter referred to as the "Leading Program")proposed by Japan in 2011 was put forward under the background of globalization,the increasingly significant degree of informatization and the fierce competition of science and technology in various countries.The plan was to promote the cultivation of interdisciplinary and cutting-edge doctoral talents with international vision to the level of whether it was conducive to the country’s comprehensive international competitiveness.“The Program for Leading Graduate Schools” can be used for reference for the optimization of China’s current doctoral training system,whether from the perspective of construction vision,value orientation,the forward-looking value and practical significance of implementation goals,or its operation mode and effectiveness.The "Leading Program" took the cooperation of industry,University and government as the main starting point,and it took the training of interdisciplinary comprehensive international leading researchers as the main development direction.It constructed a powerful security system to improve the quality of doctoral education system and provided continuous power for the innovation and development of Japanese Postgraduate Education.It also created a good academic environment and pointed out the development direction for higher education innovation.It brought rich information and research results to all sectors of Japanese society.The advantages and effects of Japan’s "The Program for Leading Graduate Schools" can stand the argumentation and deliberation.The research on its background,relevant elements,operation mechanism,implementation effect,characteristics and shortcomings is of great significance for the further improvement of China’s current doctoral education system and the construction of first-class universities and disciplines.This paper starts from the background of the introduction of "The Program for Leading Graduate Schools" in Japan,and completed the full text by using the methods of literature research,historical research,comparative research and case analysis to make a detailed study on the main content and implementation of the plan,including the basic elements,operation mechanism,and specific implementation.This paper also analyzes and summarizes the characteristics,effectiveness and shortcomings of Japan’s "The Program for Leading Graduate Schools",in order to provide useful reference for the development of doctoral education in China’s universities.This paper can be roughly divided into five parts.The first part includes the introduction and the first chapter.After systematically introducing the research reasons,research methods and research status at home and abroad,this paper summarizes the background of Japan’s "The Program for Leading Graduate Schools",which is divided into three levels: the impact of international social situation,the demand of Japan’s economic construction and the development direction of higher education.The second part is the second chapter and the third chapter.Firstly,the basic elements of the "The Program for Leading Graduate Schools" are stated in detail.Secondly,through in-depth carding and analysis,the reform focus of the doctoral education system is summarized.For example,the "leading plan" has made some improvements in the review,evaluation,guarantee and other aspects of the previous doctoral education,such as interdisciplinary curriculum,multi-party cooperation in teaching mode,multi round review mechanism throughout the whole process,etc.On the one hand,it is helpful to understand the dynamic law of the doctoral education reform,and on the other hand,it is helpful to explore the important factors to promote the reform of higher education.The third part includes the fourth chapter.This part studies the specific implementation of Japan’s "The Program for Leading Graduate Schools".Based on the classification of "All-around Category"," Composite Category" and "Only-one Category",the "leading plan" of three representative universities are selected for analysis.The fourth part corresponds to the fifth chapter.Based on the analysis of the background,content and implementation of Japan’s "The Program for Leading Graduate Schools",this paper summarizes the characteristics,effectiveness and shortcomings of the program.The fifth part,namely the sixth chapter,is the foothold of this study.It summarizes the Enlightenment of the implementation of Japan’s "doctoral education leading plan" to the reform of doctoral education in China’s universities: first,we should improve the security system,strengthen organizational leadership,and optimize the quality of education;second,we should emphasize scientific research practice,broaden international vision,and innovate training ideas in the process of training;finally,we should pay attention to multi-party evaluation,deepen open cooperation,and consolidate democratic joint construction..
