Since China launched the "211 Project" in 1993,the idea of building a world-class university and a first-class discipline has gradually been clarified and promoted into a national strategy.October 2015,China issued such documents as the overall plan for the integrated promotion of the construction of world-class universities and first-class disciplines(hereinafter referred to as the overall plan)and the measures for the implementation of the interim measures for the integrated promotion of the construction of world-class universities and first-class disciplines(hereinafter referred to as the implementation measures),Subsequently,universities actively responded to the strategy introduced corresponding plan.Collages as the main base of innovate knowledge and train talents,the analysis of its policy text is helpful to understand and perfect the policy system,thus promoting the process of "double-first-class" construction in Chinese universities.Based on the definition of "double first-class",policy text and other related concepts,takes the "double first-class" policy text of 41 universities as the research object,makes a quantitative analysis use content analysis method and policy tool theory.Based on content analysis method,the typical features of Chinese universities " double first-class " policy are: short time policy concentration distribution,the name and text structure convergence,efforts to build a first-class disciplines become "double top" traction with the core,the main problems are: the division of stages of development ideal component is higher than reality,top-down policy formulation and execution mode is difficult to effectively stimulate enthusiasm,lack the importance of constructing the modern university system.Based on the two-dimensional framework,the main characteristics and problems are: the use of policy tools is diversified but not balanced,and the supply intensity of policy fields is obviously different.Finally,according to the above research conclusions,this paper puts forward the optimization strategy of "Double Tops" policy for Chinese universities from three dimensions of policy content,policy tools and policy field.
