For a long time,the party and the government attach great importance to the construction of university counselors’ team,and have issued and implemented a series of policy documents to support the development of the team of counselors.At present,the construction of the team of university counselors has entered the period of deepening professionalization,facing a series of practical problems,and it is more necessary to guide the construction and development of counselors’ team with scientific policies.In this context,this thesis,guided by the theory of policy tool,uses literature research,content analysis and case research to study the policy of the construction of the 30 "double first-class" university counselors’ team,and through the combing,coding and quantitative analysis of the text,finds the characteristics and shortcomings of the selection and combination of policy tools,and further analyzes the problems of the policy of the construction of university counselors’ team in depth with the text,and puts forward some suggestions for optimization on this basis.In order to provide reference for the formulation and perfection of the policy of the construction of university counselors’ team in our country.On the one hand,this study focuses on the action logic of policy executors and policy targets.Based on the classification theory of Mc Donnell & Elmore and Schneider & Ingram,this study divides policy tool into authoritative tool,capacity-building tool,incentive tool,advocacy tool and system-changing tool,and takes them as horizontal dimensions(X).On the other hand,starting from the content and structure of the policy of the construction of university counselors’ team,this paper defines eight aspects of selection mechanism,development mechanism,assessment mechanism,management mechanism,incentive mechanism,guarantee mechanism,flow mechanism and exit mechanism as the elements of team construction according to the element induction method,and takes them as the vertical dimension(Y),on this basis,the two-dimensional analysis framework of "policy tool-team building component" is constructed,and then the dimensional analysis is carried out.It is found that the use of the policy tool of the construction of university counselors’ team in our country shows the characteristics of authoritative tool and capacity-building tool are leading and incentive tool,advocacy tool and system-changing tool are relative lack.Combined with the above analysis conclusions,the paper further interprets the policy of the construction of the 30 "double first-class" university counselors’ team,and deeply studies the existing problems in the policy of the construction of university counselors’ team from the dimension of policy tool(X)and team construction elements(Y).Through the study,it is found that the use structure of authoritative tool,capacity-building tool,incentive tool,advocacy tool and system-changing tool in the policy of the construction of university counselors’ team is not reasonable enough,and the shortcomings in the system guarantee,development guarantee,material guarantee,reputation guarantee and organizational guarantee of the construction of the counselors’ team are further highlighted,which is reflected in the counselor’s work responsibilities are too broad,the career promotion channel is blocked,the policy implementation subject incentive is lacking,the honor recognition is weak,the multi-supervisory system is not perfect.Based on the above problems,the author puts forward some suggestions to optimize the policy of the construction of university counselors’ team from the dimension of policy tool and the dimension of team construction elements.Policy makers should adjust the proportion and structure of the use of policy tool reasonably according to the particularity of the specific provisions of the policy,and on this basis strengthen the optimal combination of various policy tools to provide scientific policy support and guarantee for the construction of university counselors’ team.It is reflected in enhancing the use of authoritative tool,establishing strict and standardized access mechanism to optimize the structure of the team of counselors;optimizing the use of capacity-building tool,broadening the path of professional promotion of counselors to promote the professional development of counselors;strengthening the use of incentive tool,strengthening the incentive to the main body of policy implementation to enhance the implementation of policy;strengthening the use of advocacy tool,improving the honor recognition system to stimulate the endogenous motivation of counselors;improving the use of system-changing tool,establishing specialized guidance organization to facilitate the effective implementation of counselors’ policy,etc.In a word,the construction of university counselors’ team is a systematic project,on the basis of rational arrangement of the proportion of the use of various policy tools,we need to strengthen the optimal combination of various policy tools,and play a variety of policy tools in the formulation and implementation of the policy of the construction of university counselors’ team,and jointly promote the construction and development of university counselors’ team.
