| In recent years,the competition for the resources of talents across the country has become more and more fierce.Many cities have issued a series of housing policies to attract talents.The talent housing policy in Chengdu has been implemented since 2017.It is an important carrier for Chengdu to implement the "12 new policies for talents".There are three ways in the policy to help different kinds of talents settle down in Chengdu: renting the talent housing,purchasing the talent housing with a discount,and providing rental housing subsidies.These ways have meet the diverse housing needs of different talents,have alleviated the housing difficulties of different kinds of talents at different stages effectively.The talent housing policy played a positive role in attracting and retaining talents in Chengdu.The effect of talent aggregation is becoming more and more significant.Based on the Meter-Horn Policy Implementation System Model,this paper studies the implementation status of talent housing policy in Chengdu by combing the content and the development of the policy,and summarizing the data collected from the questionnaire and interview survey.Relying on the six factors affecting the effect of policy implementation of Meter-Horn Model,it is found that there are six problems in the implementation of Chengdu Talent housing policy,such as the policy objectives have not been completed and have set unreasonable assessment indicators,allocating the policy resource unevenly,using the policy implementation methods improperly,dividing the responsibilities of policy implementation agencies confusedly,limited policy implementation environment,and the policy executives are lack of working ability and motivation.This paper analyzed the reasons one by one,and put forward some suggestions from six aspects to enhance the effect of policy implementation in the future.Firstly,setting policy objectives and assessment standards scientifically by coordinating the policy objectives according to the actual situation of each district,and setting up a systematic,various assessment standards.Secondly,strengthen the allocation of policy resources by increasing the guarantee of human resources and optimizing the construction of information platform.Thirdly,improving the way of policy implementation,include setting a channel for communicating with the talents and organizing targeted publicity activities.Fourth,strengthen the supervision of policy enforcement agencies.Fifth,optimizing the environment of policy implementation,increasing more preferential policy and expanding coverage of the policy,building the high-quality talent housing projects quickly.Sixth,organizing more learning and training activities for policy executors and establishing an effective system for encouragement and check-up. |
