One Belt And One Road Promotes Research On The Risk Of Cross-border Labor Mobility In China

As the " One Belt And One Road " initiative comprehensive advancement,more and more Chinese citizens abroad to engage in labor activities,at the same time,because of the rights and interests protection consciousness is not strong,safety protection system is not perfect,the host country social contradiction and so on reasons,lead to Chinese citizens in countries along the "area" frequent personal property,rights and interests of the damaged cases.For example,on July 19,2018,a number of labor dispute cases involving Chinese citizens occurred in Cambodia.In 2019,there were a number of robberies and thefts of Chinese citizens in Cote d ’Ivoire,and the security situation for Chinese citizens working abroad has become increasingly grim.Strengthening the safety protection of overseas Chinese labor force is an important measure of the Chinese government’s practice of "diplomacy for the people" and "people-oriented" foreign policy.The safety of overseas Chinese labor force is also an important part of the safety of overseas Chinese citizens and China’s national interests.In this context,it is necessary to assess the risks of transnational mobility of Chinese labor force,and provide specific suggestions for the Chinese government to establish a security protection system for transnational mobility of labor force,so as to better safeguard the safety of overseas Chinese labor force,and then promote the smooth implementation of the "One Belt And One Road" initiative.This paper takes the risk of China’s labor mobility across borders as the research object,and analyzes the current situation of the risk of China’s labor mobility across borders through the collection of the information data of security alerts issued and kept by Chinese embassies in countries along the routes.Based on the theory of risk management,various risk factors in the process of transnational labor mobility in China are identified.This paper builds a risk assessment system of labor mobility across borders,measures the political,economic,social and national risks of countries along the routes,and empirically tests whether there is risk bias in China’s labor mobility across borders.The conclusions are as follows: the overseas Chinese labor force in the countries along the Belt and Road face Ⅲ level of political risk,economic risk,social risk and national risk;West Asia is a key area for preventing political and social risks,while East Asia is a key area for preventing economic risks.Central and East Africa are key risk prevention areas.Southern Europe is the key prevention area of political and economic risks,and Eastern Europe is the key prevention area of social risks.Although the risk of transnational labor mobility in China tends to be stable,it still needs to focus on preventing political and social risks in Asia,Europe and other regions.Therefore,China should carry out the risk classification warning system,improve the risk warning and protection mechanism,so that overseas Chinese labor force can predict the risk,take corresponding protective measures to avoid the risk in time and effectively,and minimize the loss.
