Xi Jinping,general secretary of the Communist Party of China(CPC),has pointed out that the promotion of football should start from children.Children’s football is at the key stage of football enlightenment,and the future of Chinese football lies in children,which is of great value to promoting quality education and promoting children’s allround physical and mental development.In order to accelerate the popularization of campus football and consolidate the foundation of campus football development,the Ministry of Education has decided to carry out the pilot work of football featured kindergartens from 2019,and actively extend football to kindergartens.To guide kindergartens at all levels and of all kinds to extensively carry out children’s football activities,to promote children’s physical and mental health and comprehensive development,and to train socialist builders and successors with all-round development in moral,intellectual,physical,aesthetic and labor [1].Based on the huge base of footballfeatured kindergartens in Shandong province,the good development of football in kindergartens can accelerate the improvement of the overall level of school football in Shandong Province.Although the number of football-featured kindergartens is the largest,it is found that there are many difficulties and problems in the development of football-featured kindergartens through investigation and research.Based on the research of the total factor framework,the path to optimize the development of football-featured kindergartens is proposed to improve the development quality of football-featured kindergartens in all aspects.The research object of this paper is the development status and path of "national football characteristic kindergartens" in Shandong Province.In 2019,124 "National football characteristic kindergartens" in Shandong Province were investigated.Through the football characteristic kindergarten development path and difficulties in shandong province using the human,financial,material conditions,system,culture and other five elements to analyze,combine elements from the whole framework of five factors and discussing the practical difficulties and problems,use between the elements as a whole,achieve the purpose of the overall system linkage,to solve the problem of football features in kindergarten,Explore the development path of football featured kindergarten.This paper USES the literature material law,questionnaire investigation,interview method,mathematical statistics and other research methods,and combining with total factor under the framework of five factors,in shandong province to carry out the characteristics of football kindergarten of dilemma and the related questions and comments to make a summary analysis,and put forward reasonable for football characteristic kindergarten existence dilemma of development path and the suggestion,the conclusion is as follows:(1)In terms of "manpower" factors: Most principals of football characteristic kindergartens in Shandong province pay high attention to and support children’s football,but there are a few principals with low participation degree;Parents still have serious traditional concepts do not support children’s football development;The teachers in shandong football characteristic kindergartens can basically meet the needs of children’s one-day teaching,but there is a shortage of special football teachers and the ratio of boys and girls is unbalanced.Most of those engaged in physical education teaching are preschool education majors.(2)In terms of "financial strength" : Shandong Provincial government invests 20 million yuan in football every year,but most of it is allocated to primary schools,universities and related units.However,it is difficult to meet the special funds and resources for children’s football,accounting for 66.13% of the self-raised funds of kindergartens.And 61.29% of the kindergartens with football characteristics think that the funding can not meet the development of the kindergartens with football characteristics.(3)In terms of "material conditions" : Football training equipment in football characteristic kindergartens in Shandong Province can basically meet children’s training needs,but the field is limited and the per capita occupancy is small;And most kindergartens do not have relevant children’s football textbooks;Although they are equipped with advanced network teaching media and facilities,the use of the Internet in kindergartens is insufficient and low.(4)In terms of the elements of "system" in shandong province football characteristic kindergarten basically established the football management organization and work leading group,and formulated the corresponding rules and regulations to safeguard the development of children’s football,but some of the kindergarten to the football development of monitoring and evaluation system is ignored,in children’s football is relatively less and less perfect security system,need refinement;In addition,most prefecture-level cities do not have relevant football characteristic kindergarten supporting policies,and the degree of attention is not enough.(5)In terms of "cultural" elements: According to the survey,football characteristic kindergartens in Shandong province have made certain achievements in the construction of cultural environment,match culture and curriculum culture,but the overall strength is not enough.Most of the kindergarten leaders have realized the value of football culture construction,but a few leaders do not pay enough attention to cultural cognition and guidance.Specific measures can not improve the development of children’s football,the loss of value function.About 60.48% of kindergartens have not participated in children’s football games,which restricts children from mastering basic motor skills through games.Through the analysis of the difficulties in the development process of football characteristic kindergartens in Shandong province,the following development paths are summarized: Cultural leading path: the all-round promotion of "people" ’s understanding of children’s football and its cultural connotation,including the competent cadres at all levels,principals,parents and children;Enrich the forms,expand the influence of children’s football culture,integrate football elements into the cultural construction of kindergarten,enrich the internal culture with football culture corners and posters in the park,publicize the development of children’s football in time to the society through new media and Internet to enrich the external culture;Integrate football into children’s daily life,classroom,recess,family,etc.,and play the real educational value of football through school-after-school linkage courses,while also improving parents’ sense of identity;Taking shandong Province children’s football carnival as the starting point,we will actively hold children’s carnival activities,broaden the ways of games,and create a unique cultural card of shandong province.The path of teacher construction: the quantity and quality of preschool football teachers should be fully matched.In the short term,the problem of teachers can be solved by introducing professional football coaches for children,improving the ability of existing teachers through online and offline training,and hiring part-time football coaches.In the long run,it is necessary to innovate the training methods of football talents,establish the direction of children’s football by relying on sports colleges or preschool education majors,actively promote the application of children’s football majors,and vigorously carry out the training of children’s football teachers at the undergraduate level.On the basis of experience,we will expand the enrollment of children’s football majors in the whole province and cultivate more children’s football teachers for the society.System promotion path:Gradually improve the evaluation standard and organizational management system,form "province-city-county(district)-kindergarten" integration,a game of chess management system,clear responsibilities,clear division of labor;Establish a regular supervision and assessment system for kindergartens with football characteristics,bring them into the education supervision and assessment index system at all levels,introduce incentive policies with clear rewards and punishments,improve the internal motivation of personnel at all levels,and require the kindergartens that fail to pass the assessment to rectify within a time limit,and delite those that fail the rectification and acceptance;The clarification and detail of the security system,such as the development of detailed safety system standards,purchase of insurance,etc.Conditions guarantee path: Actively explore the establishment of government-led,market participation,social support,multiple measures at the same time,joint win-win development mode,consolidate the campus football funds and field facilities and other basic guarantee conditions;Local governments should give children’s football funds into financial budget,protect children’s soccer special funds for special fund is special,and the usage of funds to the public on a regular basis,accept social supervision by public opinion,at the same time,encourage local department of education,physical education and qualified kindergarten according to certain proportion supporting children’s football special funds.By encouraging corporate sponsorship and other ways to improve the plight of children’s football funds;There should be long-term planning and implementation plans for football field development.Improve the conditions of football fields and facilities through new construction,expansion and reconstruction;Actively explore the use of kindergartens and social surplus field sharing and government purchase of services to alleviate the problem of insufficient football fields;Kindergartens with small area in the park are encouraged to develop cage football and three-a-side football according to local conditions.Adjust measures to local conditions path.According to the comparative analysis of the three aspects of different economic areas,the nature of school running and the difference between urban and rural areas,combined with the actual situation,conditions and environment of children’s football development in kindergartens of different categories and conditions,the strategies adapted to local conditions should be encouraged to improve the actual results.
