| In 2021,the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the "Opinions on Further Reducing the Academic Burden and Off-School Training Burden in Compulsory Education"(hereinafter referred to as "Double Reduction").Since the implementation of the "Double Reduction" policy,after-school services have become an important livelihood project,and schools across the country are in full swing in accordance with the requirements of "One School One Case".Among many sports,football has a relatively obvious advantage in providing after-school services.Football not only contains high educational value,but also is an important way to help students socialize.At the same time,the development of football after-school services will also provide new opportunities for the development of campus football.However,due to the fact that after-school service is still in its infancy and has not yet formed a complete after-school service system,there are still many issues to be resolved in the implementation process.Therefore,based on the policy background of "double reduction",this article takes the practical difficulties in the development of football after-school services in Suzhou as the research object,and takes "free and comprehensive development of human beings"and "simultaneous development of five educations" as the theoretical basis.It conducts an investigation on football after-school services in football characteristic schools,with a view to promoting the healthy development of football after-school services in Suzhou through "point to area",and also provides reference for the development of football after-school services in other regions.This paper selected six football characteristic schools in the urban area of Suzhou as the objects of investigation,namely Caoqiao Primary School,Huangqiao Primary School,Huguan Primary School,Xinta Primary School,Guoxiang Primary School and Jingcheng Primary School.Using research methods such as literature review,questionnaire survey,interview,field survey and mathematical statistics,this paper investigated the teaching,security,evaluation and supervision of football after-schoolservices in Suzhou,Analyze the current implementation status and existing difficulties,and propose corresponding development paths.The findings of the study are:(1)Football characteristic schools in various districts of Suzhou have followed the requirements of documents and conducted after-school football services based on their own characteristic projects.However,there are some deviations in policy implementation,resulting in insufficient supply,small audience,and low student participation.The after-school football services have not benefited all students.During the implementation process,the original school team training mode was continued,and students were screened,resulting in a low penetration rate.(2)The school located in the central urban area is relatively small in size,with limited space resources.In addition,it has become more difficult for parents and external teachers to enter the school for epidemic control,resulting in insufficient teachers and a heavy workload of teachers in the school.(3)The funds for football after-school services mainly come from government subsidies,and some come from special funds from characteristic schools,with a single source of funding.(4)In terms of service fees,each school charges 300 yuan per semester,without any arbitrary fees.However,in terms of teacher salary subsidies,most teachers responsible for football after-school services have lower class fees than other after-school services,and there is an unreasonable salary distribution.(5)In terms of cognition,due to parents’ prejudice against the discipline of physical education,some parents are afraid of delaying students’ learning,At the same time,the fear of safety issues has limited the participation of some students.(6)There is a lack of a scientific and reasonable evaluation and supervision system.Currently,the evaluation and supervision of football after-school services mainly focuses on recognizing the labor of teachers,and there is a "vacuum" zone in the supervision and evaluation of the service implementation process and its quality.In response to the current problems in football after-school services in Suzhou,the development path is proposed as follows:(1)Implement policy requirements,expand service supply,and pay attention to the popularity of courses for students while enriching curriculum resources.(2)Consolidate social forces,rationally utilize resources outside the school,and address the shortage of venue teachers.(3)Broaden funding channels led by the government.(4)Reduce the pressure on teachers’ work and protect their rights.(5)Strengthen publicity and eliminate parental bias.(6)Introducing third-party evaluation to improve the evaluation and supervision mechanism. |
