The professional title system for elementary and secondary school teachers is an important way to measure the professional ability of elementary and secondary school teachers,and an effective way to motivate them to devote more to their work.Through the promotion of their professional titles,elementary and secondary school teachers can not only get their salary and treatment improved,but also feel the happiness and honor brought by their occupation.Formally established in 1980 s,the professional title system for elementary and secondary school teachers in China plays a positive role in improving the treatment of elementary and secondary school teachers and motivating them to develop their teaching ability,but there are still some problems caused by the system and controversy over the policy still exists.It has been proved that the effect of a policy is closely related to its implementation,so based on the Smith Model,which refers to a model of the policy implementation process put forward by Tomas B.Smith in 1973,by means of text analysis,questionnaire survey and interview,this paper studies the implementation of the policy of professional title system for elementary and secondary school teachers in Jiedong District of Jieyang city.In this paper,after analyzing the existing problems in the policy implementation process,which attribute to the four components of the policy matrix brought up by Tomas B.Smith,some suggestions are put forward accordingly.There are some benefits brought by the implementation of the policy.There is an effective interfacing between the professional title system and the position employment system.Schools get more autonomous right in personnel management.Teachers are motivated.However,there are still some problems.The evaluation criteria focus too much on quantitative evaluating indexes;teachers should submit numerous printed application materials;teachers’ professional titles have too much impact on their salaries;there are no differences of responsibility in different post;professional titles are not graded into different levels;distribution of available post is uneven among different schools;unfairness occurs in the evaluation process.Based on the four components of the Smith Model,the causes of the problems in the policy implementation process are analyzed.Firstly,there are some problems in the idealized policy.Secondly,in terms of policy implementing organization,there is a lack of working efficiency and cooperation among the government units.Thirdly,the target group does not understand the policy well and are not well involved.Last,the implementation environment,including economy,culture and some relevant policies,also has an influence on the implementation of the policy.After analyzing the causes of the problems,the following suggestions are proposed.Firstly,the policy clauses should be improved to be more reasonable and exercisable.Secondly,it is important to improve the working efficiency of the government units and the cooperation among different policy implementing organizations.Thirdly,teachers’ interest and views should be valued.Last,the environmental factors in the policy implementation process should be well considered and improved so as to ensure the implementation of the policy.
