| The report of the 19 th National Congress of the Communist Party of China pointed out that my country’s economy has shifted from a stage of rapid growth to a stage of high-quality development,and economic development has put forward new requirements for the quality of human capital.Education bears the important task of cultivating national talents,and high school education is a bridge and link connecting compulsory education and higher education,and it plays a pivotal role in the entire education system.A reasonable plan for the development of high school education is important for the transformation of my country’s economic development.Realistic meaning.In 2017,the Ministry of Education and other four departments jointly issued the "High School Education Popularization Plan(2017-2020)",which proposed to"coordinate the coordinated development of regular high schools and secondary vocational education,so that the structure of regular high schools and secondary vocational education will be more reasonable and implemented.The requirements of general vocational education are generally equivalent.” Vocational education triage model is in line with the development trend of national education policy.Therefore,this article is based on the background of "vocational education" and the educational return rate and its heterogeneity of different types of education at the high school stage are studied.On the one hand,it can be used for individuals and families who receive the highest degree of high school education.Education investment decision-making provides a reference,on the other hand,it also provides a policy basis for the government to better plan and formulate the development of vocational education and reduce the income gap of the group.Based on human capital theory,diploma signal theory,etc.,this paper uses micro data from the 2017 China Household Finance Survey(CHFS)to conduct a statistical analysis of the income status of laborers with the highest degree of high school.On this basis,the research object of this article is high school laborers with the highest degree.The Mincer equation model is used to estimate that compared with those who have received junior high school education,the two different types of education will affect individuals after entering the high school education stage.The difference in the rate of return to education was then used to solve the problem of selectivity bias and endogeneity of the sample using the Heckman two-step method and the instrumental variable method to make the estimation result more accurate.The empirical results show that different types of education do have significant differences in the rate of return of individual education,and the rate of return of vocational education is higher than that of ordinary high school education,and the advantages of vocational education return are different in gender,urban and rural areas,between generations and different incomes.There are heterogeneous characteristics in the population.In terms of the heterogeneity of different genders,vocational education shows an advantage in return for both male and female groups,but the advantage of return for men is higher than that for women;the advantage of return on vocational education for urban household registration groups is higher than that for rural household registration groups;in different generations In fact,compared with the “post-80s” group,the “pre-80s” group has a greater return on vocational education;for different income groups,receiving vocational education is more beneficial to the middle and low-income groups in terms of general education.The wages of people have a significant increase,which means that they receive a higher return on education for receiving vocational education.In response to the problems found in the empirical research,this article puts forward the following policy recommendations,which mainly include: rationally guide the diversion of education,increase investment in vocational education;eliminate gender discrimination in wages,encourage women to receive education;ensure the balance of urban and rural education resources,and use characteristics Promote development;improve the comparative advantages of vocational education,solve the problem of connection and obstruction;treat different income groups differently,and narrow the income distribution gap. |
