In the compulsory education stage household educational investment is very important to enhance the student’s academic achievement and is related to the family children’s academic development.In recent years,more and more families pay for their children’s out-of-school education.But the study found that inequality in investment spending in China’s household education is also on the rise.For example,the disparity in investment in education between urban and rural families and families from different income groups is gradually widening,which has led to the children from urban and rural families,families of different income receiving more unequal educational resources.Based on this,this paper uses a variety of differential measures,starting from the three dimensions of urban and rural areas,parents’ education level and family per capita income.This paper analyzes the level and difference of family education expenditure in school and out of school.Furthermore,Tyre coefficient decomposition method and sharpley value decomposition method are used to explore the explanatory power of different factors to the difference of educational expenditure between in-school and out-of-school.This paper finds that different types of families have different decision-making on investment in children’s education,and different types of families have different determinants of spending on in-and out-of-school education,including: Firstly,different families have different expenditure structure on total investment in education.The expenditure of household education in urban family,families with highly educated parents and high income families is mainly spent on out-of-school education.Different types of families also have differences in the expenditure structure of out-of-school education investment.The proportion of out-of-school education expenditure of urban families,parents with high educational background and high income families is higher than that of other families.Secondly,the intensity of educational expenditure varies from family to family.On the one hand,the difference in expenditure intensity is reflected in the level of education investment.The per capita expenditure on in-school education and out-of-school education of urban families is higher than that of rural families.The higher the parents’ educational background and per capita income,the higher the average per-child educational expenditure and the average per-child out-of-school educational expenditure.On the other hand,the difference in the intensity of expenditure is also reflected in the level of educational investment in different stages of children’s education.Urban families always maintain a high level of out-of-school education expenditure,but rural families are willing to spend more on out-of-school education for their children who need to go to school.High-income families with parents in higher education maintain a high level of spending on out-of-school education from the first grade of primary school,but families with extremely low levels of parental education do not incur educational expenses until the fourth grade of primary school;Finally,the determinants of in-school and out-of-school educational expenditures are different for different types of families.At the compulsory education stage,families are more influenced by the per capita income of the family and the level of compulsory schooling their children receive.In compulsory education,the decision-making of out-of-school education expenditure is influenced not only by the average income per family,but also by the education level of parents,urban and rural areas and the number of children.In order to reduce the difference of investment in education,this paper argues that the above rural families,low income families of parents and low per capita income families should be targeted to implement a precise in-school compensation mechanism,which including:(1)In terms of population,relevant policies should be targeted at rural families,low-income families of parents and low per capita income families;(2)In terms of funding,a compulsory education funding guarantee system should be put in place to better implement in-school compensation mechanisms;(3)as far as the guarantee system is concerned,the compensation mechanism should be implemented from the perspective of the construction of the teaching staff and the improvement of the teaching level in public schools.
