The development of the country ’ s economy and culture has made people ’ s demand for diversified education even stronger,extracurricular training and education have good opportunities for development.Cultural education and training institutions are an important part of private education and they have also emerged and fully developed on this basis.To strengthen the management of this emerging field,the state and local governments promulgated a number of laws,regulations and policies to promote and secure the healthy development of culture,education and training institutions.The research on government supervision has also become an important measure to further standardize government functions and market development.This study chooses J District of Shanghai as the research example,and gets the final research conclusions by analyzing the government administration of cultural education and training institutions in this district.Based on the ascertaining of the growth and government administration of education and training institutions in China and Shanghai,this study takes the actual circumstances of Shanghai J district as an sample to make a critical analysis.Through the analysis of survey data and empirical data,the following problems are found: first,the responsibilities of supervision subjects are unclear and mutual prevarication;Second,the supervision content is not perfect,and the supervision in the operation process is not in place;Third,the methods of supervision is outdated and solidified.This research finds the cause of the problem through analysis: first,insufficient national legislation leads to a weak foundation;Second,the government lacks the ability to supervise and cannot change the role of supervision;Third,the ability of collaborative governance is weak,and the regulatory effect is difficult to maintain.In view of the above problems and reasons,this study puts forward practical improvement strategies.First,improve national legislation and consolidate the foundation of government supervision;Second,optimize the management function and improve the way of government supervision;Third,innovate social management and strengthen collaborative governance.Through the above analysis and demonstration,this study is expected to provide feasible and appropriate strategies for promoting the government supervision of cultural,education and training institutions in District J of Shanghai,and provide suggestions for promoting the development of government supervision of education and training institutions in Shanghai and even the whole country.
