Since the 80 s of last century,with the systematic promotion of China's reform undertakings,the social demand for different levels and different types of education has been increasing,while the formal education has been unable to meet the social needs.In this context,by the English training and consulting abroad as the main business of the New Oriental great success to promote,private non academic education institutions have sprung up,and in the past thirty years has experienced considerable development.In 1997,the number of private non diploma education institutions in China has reached more than 6000.As of 2012,the number of non-governmental non academic education institutions has reached 15.However,in the face of private non academic education institutions,this emerging thing,in the absence of foreign advanced experience can be used for reference,China's legislation,supervision and other aspects have shown a significant lag.In this environment,wild type of our country private non academic education institutions rose,it also brings many problems,such as school without qualifications,the low level of teachers,the complaint rate increased year by year,student safety accidents and so on,has caused consumer dissatisfaction and the whole society on the industry attention.From the New Oriental and Chengdu 8 events,muddy water,no one checked qualified,Chen Zhengzhou in the school gate hundreds of parents ious containment,Zhengzhou college entrance examination experiment repeat school 2 students accidental death cases of a startling event,the institution of private non academic education for a time is pushed to the opinion in the teeth of the storm.In this paper,the private non academic education institutions in Zhengzhou city as the research object,and visited nearly 30 institutions,reading hundreds of articles of domestic private non academic education institutions to find out the problems of literature,government regulators,private non academic education,and explore the reasons,puts forward the solution,to promote the healthy development of private non academic institutions education.This paper consists of four parts.The first part is an introduction.This paper mainly introduces the background and significance of this topic,summarizes the basic situation of similar research at home and abroad,introduces the research methods and theoretical tools of the paper,and defines the related core concepts.The second part is based on the development process and status quo of private non academic education institutions in China as the background,introduces the development process of private non academic education institutions in Zhengzhou,summarizes the current status of supervision of private non academic education institutions in China,and the lack of supervision.The third part is the reason for the current regulatory issues of private non academic education institutions in Zhengzhou city were analyzed one by one,the reason is that some objective reasons,such as imperfect legislation,lack of industry standards,the lack of social supervision,some reasons are subjective reasons such as the lack of the government's own cognitive.The fourth part is to summarize the reasons for analysis,and put forward the corresponding solutions,including the improvement of legislation,to provide the basis for government supervision;strengthen self cognition,improve efficiency;strengthen financial supervision,safeguard the interests of the state;to strengthen the supervision of teachers,pay more attention to the teaching of teaching and research;make full use of science and technology,build a shared platform;the innovation of supervision mode,to promote the development of the industry.This paper puts forward reasonable proposals from three points of view,namely,clarifying the main body of government supervision,perfecting laws and regulations,and routine and moderate supervision.Explores the government supervision in the field of education in the first private non academic education institutions,research can enrich its industry research field subject theory discussion and research system,to find the mechanism of private non academic education industry more standardized,healthy and sustainable development principles.Secondly,explore the school norms of the private non academic education institutions,is to explore the specification of the key link of human capital accumulation in national construction in the education industry,which not only aims at institutions private non academic education to better serve its growing social audience,realize the function of education,and the comprehensive construction of socialism the modernization of education in China under the strategy of rejuvenating the country through science and education has far-reaching significance.
