Research On The Countermeasures Of Network Public Opinion Governance Based On The Life Cycle Of Public Opinion

With the rapid development of information technology,the Internet has become an important field for the public to obtain information,express appeals,and vent emotions,and it has also become a breeding ground for online public opinion events.In particular,the application of big data constitutes a new communication technology environment,reshapes the ecology of online public opinion,and makes the status of online public opinion more prominent and more prominent.After public emergencies,with the diversification of public thoughts,a strong public opinion field has gradually formed on the Internet,which has an important impact on the handling of the Internet public opinion incident itself and social governance decisions.The response and handling of online public opinion test the governance capabilities and wisdom of governments at all levels.If they are not handled in a timely and proper manner,it will easily lead to public opinion risks and even trigger social crises.This article aims to study the evolution process,sort out the research status and related theories of online public opinion,analyze the evolution cycle of online public opinion events through specific cases,and propose countermeasures for governance of online public opinion.Specifically,this paper has five parts.The first part is about the backgrounds and significance of the selected topic were illustrated firstly.The second part is about related concepts and theoretical foundations,mainly expounding the life cycle theory of public opinion,treating online public opinion as a dynamic and growing life body,sorting out the factors affecting the life cycle of public opinion,and analyzes its relationship logic.The third part briefly introduces the current situation of online public opinion governance.The fourth part takes the “Chongqing bus crashing incident” as an example,which is divided into certain stages as the outbreak period,decay period,and calming period to explain the evolution cycle of online public opinion events,analyze the characteristics and laws of each stage.The fifth part is mainly based on the life cycle theory to study the strategies of network public opinion governance from four aspects: promoting concept renewal,strengthening mechanism construction,optimizing the main structure,and improving the security system,to effectively improve the government’s response to emergencies.The governance capabilities of public opinion provide relevant research references.The research of this paper believes that the development of network technology has brought greater challenges to the management of network public opinion in public emergencies.In the entire process of “latency,brewing,explosion,attenuation,and calming” of network public opinion and at each stage of the process,different public opinion governance methods determine different results,and governance must be strengthened based on the entire public opinion life cycle.To this end,the government,society,and the public should strengthen collaboration and form a joint force to build a network public opinion governance system with scientific concepts,effective mechanisms,diverse subjects,and complete guarantees,and improve the ability to respond to emergencies.
