| In recent years,as the economy of China develops,the secondary vocational education has provided a large number of technical talents for social development,and has played a positive role in adjusting the structure of talent supply and demand,reducing the gap between the rich and the poor,and maintaining the social stability.In order to speed up the development of secondary vocational education,the government has enacted relevant laws and regulations,the most representative of which is the national grant policy for secondary vocational education.The purpose of the national stipend policy of secondary vocational education is to help the poor secondary vocational students complete their studies,relieve the economic pressure of school,promote the fairness and justice of education,and enhance the competitiveness of Vocational Education in the whole education system.While actively promoting the development of secondary vocational education,the policy also exposes some problems,which need to be explored and solved.Therefore,on the basis of learning from foreign vocational education grant policies,this paper analyzes the problems existing in the implementation of national Grant Policies for secondary vocational education in China by using the theories of educational equity and resource allocation,and analyzes the reasons for the problems and puts forward countermeasures.The main conclusions are as follows: first,the implementation of the national grant policy for secondary vocational education in W District of Chengdu has achieved certain results.The main achievements are: policy implementation in place,standardized implementation process;To alleviate the economic pressure of poor families and improve the quality of life of students;It is conducive to the development of secondary vocational school enrollment.Second,there are still some problems in the implementation of the national grant policy for secondary vocational education in W District.If the school is not familiar with the content of the policy,the policy propaganda is not in place;It is difficult to identify the application materials and the funding objects;The principles of fairness,justice and openness are weakened.Third,the causes of the problem are multidimensional.The main reasons are as follows: the policy-making is not detailed enough,and it tends to the students in contiguous poverty-stricken areas;The work of policy executors is not in place;Secondary vocational students have a weak sense of honesty and gratitude,and they are mixed with personal feelings;The identification mechanism,supervision mechanism and integrity mechanism are not perfect.Based on the above research conclusions,according to the actual situation of W District,this paper puts forward countermeasures and suggestions: pay attention to publicity,innovate a variety of publicity methods;establish and improve the identification system of poor students;implement the principles of fairness,justice and openness;strengthen the ideological education of funded students;further improve the environment of policy implementation. |
