| States or governments manage social affairs by using public policy as the main tool or basis.It determines the role of public authorities in the management of public affairs through public policy.The implementation of public policy is the process of turning policy objectives into reality and the continuation of public policy formulation.Being part of public educational policy,Student Funding Policy is the basic educational policy of the state for promoting education equity and it is also a people-benefit project.The continuous establishment and improvement of the Student Funding Policy System safeguards the opportunities of poor college students receiving education effectively.Scholarship Funding Policy,being an important part of university student funding policy system ensures poor students enter and complete their studies and success.It realized the solemn commitment of the party and the government to never let a student out of school because of family financial difficultiesTibet Student Funding Policy System has been further established and improved under the cordial care of the Party and State and the great attention of Autonomous Region Party Committee and Government.It formed the pre-school to high school(including secondary vocational)education stage 15 years free education policy;"three guarantees" policy;for higher education stage“scholarship,grant,loans,work-study program,free education,allowance”.This Student Funding Policy system subsidizes students with financial difficulties in Tibet effectually and put an end to the phenomenon of dropping out of school because of poverty.However,with the increase of the number of recipients and funds of the State Grants Policy,there are some problems and deficiencies in identifying objects,implementation agencies,implementation effects and etc in the course of implementing the State Grant Aid Policy for colleges and universities in Tibet.First,this paper sort out the development and current situation of the State Grant aid Policy and later analyzes the status of implementation of the State Grant Aid Policy for colleges and universities in Tibet.Secondly,through literature,questionnaires and interviews and applying Smith Policy Implementation Process Model,this paper analyzes the problem of imperfect policy system,weak policy implementation subjects,indistinct policy implementation effect,inadequate oversight of policy implementation rooted in the policy of State Grants for higher education in Tibet from four dimensions,which are policy itself,policy implementing agency,target group and policy implementation environment.Furthermore,it analyzes and studies the causes of the problem of lack of sense in policy making,the institution construction and management ability of policy main body lag behind relatively,inadequate policy publicity and ideological education guidance,lack of policy enforcement regulators and measures.Finally,aiming at the problems existed in the implementation of the policy of State Grants for colleges and universities in Tibet,this paper puts forward countermeasures and suggestions to improve the policy system of State Grants for colleges and universities in Tibet,to enhance the ability of the main body of policy implementation,to enhance the effectiveness of policy implementation and to optimize the environment for policy implementation from four aspects the policy itself,policy implementation agencies,target groups and policy implementation environment. |
