Research On Problem And Countermeasure Of Government Purchase Public Sports Service In C Province Q District

At present,"the main contradiction in our society have been transformed into contradiction between the people’s increasing need for a better life and unbalanced and inadequate development." The contradiction between supply and demand in the field of public sports service has a long history,and government purchase public sports service should be one of the effective means to resolve the contradiction.Although our country is exploring the purchase of public sports services from the central government to local governments,and has accumulated some experience during this period,many problems still exist and need to be resolved urgently.Based on on-site interviews,this article studies the problems and countermeasures of the C Province Q District government purchasing public sports services,which should provide some help for solving practical problems.This article mainly includes the following points:Chapter 1 is the introduction.It briefly introduces the background and significance of the topic selection,a summary of relevant research at home and abroad,research methods,research ideas and framework,research innovation and shortcomings.And pointed out that this article has research space and research value.Chapter 2 is related concepts and theoretical basis.It briefly introduces 4 related concepts of public service,government purchase public service,public sports service,and sports social organization,and 3 related theoretical foundations of new public management theory,new public service theory,and principal-agent theory.Chapter 3 is an interview on the problems and countermeasures of government purchasing public sports service in C Province Q District.Briefly stated the interview object and content,interview records and coding,and briefly analyzed the interview results.Chapter 4 is the status of government purchasing public sports service in C Province Q District.It briefly sorts out the government’s policies for purchasing public sports service,and briefly analyzes the purchasing subjects,undertaking subjects,purchasing contents,purchasing methods,and effectiveness of government purchasing public sports service in C Province Q District,that is:focus on pre-assessment and focus on the undertaking qualifications of sports social organizations;saves financial funds and improves the quality of public sports service;revitalizes public sports service resources;promotes the development of sports social organizations;responds to the demand for public sports service and achieves social integration.Chapter 5 is an analysis of the problems and reasons of government purchasing public sports service in C Province Q District.It points out that there are four major problems in government purchasing public sports service in C Province Q District,that is:the guiding policy design is not perfect;the purchase intensity and scope are small;the social organization is highly dependent and the undertaking ability is insufficient;the supervision and evaluation system is not perfect.At the same time,it analyzes that there are four major causes of the problem,that is: the laws and regulations are not perfect;government function transformation is not in place;the ability of social organizations to be improved;and the lack of financial security.A detailed analysis of each major problem and major cause has been made.Chapter 6 is a reference to the “Changzhou Experience” of government purchasing public sports service.Changzhou attaches great importance to guiding policy design;purchases on demand and continuously expands the purchase intensity and scope;pays attention to nurturing and supporting sports social organizations;and emphasizes supervision and evaluation.Changzhou has formed unique experiences in the field of government purchasing public sports service.Drawing lessons from the experience can provide ideas for solving the practical problems of government purchasing public sports service in C Province Q District.Chapter 7 is the improvement countermeasures for government purchasing public sports service in C Province Q District.On the basis of clarifying the problems,analyzing the reasons,and drawing on the "Changzhou experience",it puts forward targeted improvement suggestions.That is to improve the top-level design;change government’s mind,expand the purchasing power and scope;nurture and promote the development of social organizations;establish and improve the supervision and evaluation system of a total of four major countermeasures,each of which has several detailed countermeasures.Chapter 8 is the conclusion and prospect.Government purchasing public sports service in C Province Q District is still in the exploratory stage,but its results have initially shown.Government purchasing public sports service will surely become an institutional arrangement in my country.It is hoped that local governments at all levels will continue to explore government purchasing public sports service and form a universal experience.
