With the overall victory in the fight against poverty,China has stepped into the stage of building a strong socialist modernization country,and building an innovative country has become an important goal for China at this stage.As the fundamental carrier of science and technology,talents are one of the key elements of scientific and technological innovation.Under the realistic background of "innovation-driven development strategy",the knowledge effect and diffusion effect brought by the agglomeration of science and technology professionals in one place may not only lead to the disparity in science and technology,industry,innovation ability and other fields among regions,but also directly affect the development of each region,resulting in the widening gap between regions.Based on the current predicament of China’s transformation of economy growth,industrial structure optimization and upgrading,and regional innovation and development,promoting the gathering of talents of science and technology in this region has gradually attracted wide attention and as well as care from governments at all levels.Government departments have tried to improve the gathering degree of talents in one region through various policies and measures.As the most commonly used and effective management method of the government,policy tools determine the implementation effect,that is,whether the established policy objectives can be achieved,and its importance is self-evident.How to rationally use various policy tools for talents and promote regional agglomeration of scientific and technological talents deserves in-depth study.At present,scholars have carried out research from the aspects of analyzing the evolution,functional types and regional comparative differences of talent policies,which provides a profound theoretical basis for this study.However,it is worth pointing out that most of these studies focused on the text analysis level,and paid little attention to the synergy of talent policies and the influence of different policy tools in promoting the agglomeration of scientific and technological talents.However,if a single policy tool is overused,it will not only fail to play the best role,but may even be detrimental to the effective promotion of talents gathering and sustainable economic development.In contrast,the cooperation of various policy tools is more conducive to the realization of the established policy objectives,so the government should strengthen the combination and coordination of different policy tools.In addition,under the realistic predicament of serious imbalance of regional talents concentration and extreme shortage of talents in Northwest China,how to strengthen the synergy between different talent policy tools has become one of the challenges faced by the government and scholars.Therefore,it is necessary to discuss the synergy of talent policy tools in Northwest China from the perspective of the policy itself.Therefore,on the basis of clearly defining the concept of science and technology talent policy,this study collected 615 science and technology talent policies in 5provinces of Northwestern Province from 1998 to 2018,and carried out policy measurement from the dimensions of publication time,subject and type;and referred to previous research Construct a quantitative analysis framework for talent policy tools based on the opinions of relevant government staff,and deeply analyze the text content of the provincial science and technology talent policy in Northwest China.This study draws lessons from the policy synergy theory and push-pull theory,and discusses the influence of the combination of different policy tools on the concentration degree.By constructing an econometric model of the influence of policy tools synergy on the agglomeration effect of talents,the conclusions are as follows:(1)The degree of synergy among policies is increasing year by year,which indicates that the Chinese government pays more attention to the comprehensive application of various policy tools at the level of policy making,and constantly tries to attract scientific and technological talents to gather through the combination of policy tools.(2)There are differences in the effect of pairwise collaboration between different policy tools on the scale and intensity of agglomeration.The synergy between supply-oriented and demand-oriented policy tools has the greatest impact on the scale and intensity,followed by the synergy between supply-oriented and environment-oriented policy tools.Based on the above analysis,targeted suggestions on the optimal use of policy tools in the formulation of talent policies are put forward to promote the agglomeration of scientific and technological talents.
