Study On The Impact Of Basic Endowment Insurance On The Returning Intentions Of Floating Population Under Rural Revitalization

In 2022,No.1 central document "the CPC Central Committee and the State Council,in the opinion of doing a good job in promoting the key work of Rural Revitalization in 2022",proposed that we should strengthen the Rural Revitalization of talent team.The core of Rural Revitalization is people,and according to the data of the seventh census,the floating population is still active.In order to attract the floating population to return home,we need to make efforts and take measures at the same time.As an important item of social security,basic endowment insurance may also be an element considered by the population willing to return home.In this regard,through theoretical and empirical analysis,based on push-pull theory and lock-in utility theory,and using the monitoring data of floating population in 2016,this thesis constructs probit model to analyze the impact of basic endowment insurance on the willingness of floating population to return home.The following conclusions are drawn:(1)There is a gap between urban and rural areas in China’s basic endowment insurance.At the same time,not all floating population participate in basic endowment insurance.(2)It is found that basic endowment insurance has an impact on the return of floating population,and that the insurance in the registered residence can promote the return of the floating population,and the "village locking" effect.On the contrary,insurance in the inflow place may inhibit the willingness to return home.Because the scope of mobility also has an impact on the return of floating population,this thesis also makes a heterogeneity analysis on the scope of mobility.The farther the distance is,the greater the impact of endowment insurance on the return of floating population,which has a "pull-back effect".(3)found that the basic endowment insurance has a positive effect on returning to the rural areas,and the insurance can promote the return of the floating population in the registered residence.On the contrary,the insurance will return to the countryside.Because the flow range also has an impact on the return of the floating population,this thesis also makes a heterogeneous analysis of the flow range.The farther away the distance is,the greater the impact of endowment insurance on the return of floating population.According to the above conclusions,this thesis also puts forward some policy suggestions:promote the Rural Revitalization Strategy and build a beautiful countryside;Promote the integration of urban and rural areas in the basic endowment insurance system and improve the treatment level of urban and rural endowment insurance;Properly adjust the basic pension gap in the region and enhance the fairness of the basic pension insurance system;Provide multi-channel employment and expand employment;Strengthen the responsibilities of the government and implement the support policy of "entrepreneurial intention";We will accelerate the pace of combining medical care with nursing care in rural areas and promote healthy elderly care.
