Study On The Endowment Problems Of Rural Areas In The Context Of Aging Population

The ageing of population’ situation in China has become more serious. Compared to citiesand towns, the rural population aging is more pessimistic. The solution to the problem ofrural old-age is related to sustainable development in economy and successful realizationof social equity. Therefore, the important and difficult points of the future pension are bothin rural areas. To face the challenge of the grim situation in the rural population aging, wemust proceed from China’s actual conditions to establish and improve the sustainable ruralpension system, and protect the rural residents’ pension rights.Firstly, the main forms and status of supporting rural old-age in the current context of theaging population are described in this thesis, including family support of old age, collectivepension and social endowment insurance. The predicament of these three ways ofsupporting old-age and the cause of the problems are respectively analyzed. Secondly, thetypical patterns of supporting the elderly in rural regions are sumed up and analyzed theirown advantages and disadvantages, such as social old-age insurance in Shanghai ruralareas, home-based elderly care in Ningbo, and the rural endowment insurance business andso on. In this section, the cases in Jiaxing, Zhejiang Province and Wenjiang, Chengdu Cityare used to analyze the exchanging land for social security’s influence and role onsupporting the rural elderly. Thirdly, the statistics of social research is to be gathered. Then,the Logistic of two classifications is used to analyze the statistical factors on the will of thefarms to join the exchanging land for social security and the extent of the factors’ role.Finally, in the thesis, the policy of the piloted new system of rural endowment insurance iscombined on the base of the statistical analysis to propose the feasible recommendationsand countermeasures, which could complement the rural supporting old-age system.Many fields of knowledge are used in this thesis, such as sociology, statistics, demography,and economics, and so on. Theoretical research and empirical analysis, typical case studies and statistical analysis, qualitative analysis and quantitative analysis are also combined todescribe and analyze of the old-age security problem in Chinese rural areas in detail. Theinvestigation data are analyzed by the software SPSS16.0and EXCEL statistically. Withthe increasingly serious situation in the rural old-age pension, the policy of new system ofrural endowment insurance has been put forward and in pilot phase.But because of thelimited financial resources, it can not guarantee the normal standard of living of thefarmers when they get older. In this context, two typical cases are combined to elaboratethe exchanging land for social security and the transfer of the contractual right of land inthe thesis. And a social survey is conducted. On the base of statistical analysis in socialresearch and the policy of the transfer of the contractual right of land, the accessibility,application and promotion of the exchanging land for social security are studied. Then, thepoint that we could implement the exchanging land for social security, which is in responseto the needs of the growing socialist market economy, in appropriate rural areas is putforward. This could ensure the normal living standard of old farmers and promote the newrural social old-age pension system to be sound and perfect.
