| Since the 21 st century,talents have become more and more important to the development and progress of countries and regions,How to cultivate,attract and retain talents in High-tech Industrial Development Zone(hereinafter referred to as high-tech zone)has always been a hot research direction of scholars all over the world.Hangzhou high tech Zone(Binjiang)was established in the 1990 s.It is a combination of Hangzhou National High tech Zone and Hangzhou Binjiang District later established.The planned area of the high tech Zone is less than 100 square kilometers and the resident population in the zone is about 450000.After more than30 years of development,Hangzhou high tech Zone(Binjiang)has become the vanguard of the National High-tech Zone and the leader of the national digital economy development.Talents are the top priority of the development of Hangzhou high tech Zone(Binjiang),which is regarded as the most important link in the economic development of the high-tech zone.Today,there is a fierce "competition for people" During the war,the only way for the future development of Hangzhou high tech Zone is how to maintain the current development momentum and cultivate and attract more high-end scientific and technological innovation talents to settle in for innovation and entrepreneurship.From the perspective of policy tools,this thesis classifies the talent policy and analyzes the decomposed talent policy elements in combination with the actually released talent policy text,so as to explore the action mechanism of talent policy,Through this content analysis method,this thesis analyzes the talent policy documents of Hangzhou high tech Zone(Binjiang),and puts forward optimization suggestions for the advantages and disadvantages of the talent policy of Hangzhou high tech Zone.The main points of this thesis are as follows:(1)In the context of today’s world economic development,talent shortage is a practical problem.Therefore,the high tech Zone should strengthen the investment in talent introduction and talent training,increase the expenditure on talent training,and the district government should play a guiding role in it,build a long-term talent plan,and finally make the talent policy long-term.(2)Develop ideas,go out of the thinking pattern,improve the innovation of talent policy,optimize the talent policy reward mechanism,meet the actual needs of talents,and adopt various reward means to encourage talents to innovate and start businesses.(3)Simultaneously improve the policy and resource investment in talent work security and talent life security,establish talent life special zone,and avoid the land planning restrictions of Hangzhou high tech Zone.(4)Expand the communication channels between government and enterprises,expand on the basis of the existing communication channels between government and enterprises,so as to make them more effective,convenient and unobstructed;improve the policy feedback system and build the high tech Zone’s own policy evaluation think tank team.The innovation of this thesis is to regard the talent policy as a policy tool for the government to achieve the goal of talent governance,Through the analysis of Hangzhou high tech Zone(Binjiang)sort out and analyze the existing policies and the use of similar policies in other domestic high-tech zones as data support,compare the use of policies and analyze the action mechanism of policies,so as to have a clearer understanding of the overall situation of talent policies,find problems in policies and give optimization suggestions.The deficiency of this thesis is that The depth of policy analysis is not enough,the relationship between the needs of different industries and talent policies cannot be accurately grasped,and there is a lack of specific and detailed quantitative analysis,which have had a certain impact on the research and need to be more perfect supplemented in the follow-up work. |
