Nowadays,with the progress of science and technology and the vigorous development of the knowledge economy,scientific and technological talents have become an important part of the national human resources,the key factor of scientific and technological innovation,and the basic source of promoting the economic and social development of a country or region.As an area with the most abundant innovation resources,the most active innovation activities,the most powerful innovation strength and the most remarkable innovation achievements in China,the high-tech zone has become the main position of our country’s independent innovation and high-tech industry development to a large extent.High-tech zones have sufficient conditions and capabilities to assume the role of "explorer" of innovation-driven development.Therefore,how to combine scientific and technological talents with the development of self-created areas,strengthen the cultivation and use of talents,and stimulate the vitality of innovation and entrepreneurship of scientific and technological talents is the key to the development of a region.From the perspective of policy tools and the Poyang Lake Independent Innovation Demonstration Zone as the research object,this thesis analyzes which policy documents related to scientific and technological talents have been promulgated by Jiangxi Province in order to strengthen the agglomeration of talents and speed up the construction and development of the self-created zone since the establishment of the self-created zone.Discuss what policy tools are used in these policy documents,and what policy goals are these policy tools intended to achieve,so as to discover the problems and deficiencies of the current technology talent policy,with a view to optimizing the scientific and technological talents in Poyang Lake Self-created Zone Policies provide path choices.Starting from the literature analysis method,this thesis summarizes the relevant research at home and abroad,and conducts the research based on the theory of human capital and the theory of talent agglomeration.Firstly,it introduces the development status of the Poyang Lake self-created area,and understands its basic background and the basic conditions for talent agglomeration.Secondly,an analysis framework of "Policy Tools-Policy Objectives" is constructed,and an indicator system is set up for analysis.Then,according to the research theme and time range,a total of 39 policy texts on scientific and technological talents were collected from government websites at the three levels of provinces,districts and cities,and high-tech zones.The content of the policy texts was coded and analyzed one by one,and the coding results were Statistics and sorting are carried out,and text analysis is carried out according to two dimensions to understand the current development status and existing problems of science and technology talent policy in Poyang Lake Self-created Zone.Then through the comparative analysis method,by comparing the experience and measures of the three self-created districts in South Jiangsu,Chang Zhutan and Zheng Luoxin in terms of scientific and technological talent policies,such as the support policies for talent introduction and employment,the promotion of scientific and technological achievements transformation,and the guarantee of talent services.etc.,to provide policy reference for the construction of Poyang Lake talent highland;finally,policy optimization suggestions are put forward from the perspectives of coordinating the rational use of policy tools and improving the management process of policy objectives.Strengthening the use of demand-based policy tools.
