| Colleges and universities have carried out information system construction(ISC)since the 1990 s.Limited by fragmentary internal resources,most of the ISC of college and university departments implemented and promoted their work through the Project Procurement.With the coming era of Big Data,management decisions and education tasks of colleges and universities have been transferred from experiential-driven to data-driven,the ISC requires upgrading from supporting the digitization and efficiency of various businesses to building an integrated and intelligent teaching,management and service platform.To reveal safe and reliable information exchange and sharing has become an important quality standard for informational system procurement project.At this point,the mechanism of information system within the procurement management project in colleges and universities must also keep up with the pace of The Times,to improve the system according to the requisites of the development of informational development and formulate the corresponding project management structure,and then to standardize the process of purchasing project declaration,project approval,the examination and inspection.Taking "A" University as the research objective,first of all,this work states the in-depth analysis of the Organizational Structure Setting,Procurement Budget Management,Procurement Process Management,and Contract Management of the University’s ISC project procurement management by using the knowledge of Project Procurement Management,combining the theories and concepts of Information System Procurement,Government Procurement in Universities,and Business Process Reengineering.Through expert interviews,field research and other research methods to find out the problems of A University information system project procurement management and its reasons.It includes the lack of the overall planning on project procurement,the inaccurate preparation of procurement budget,the low efficiency of argumentation,the lack of procurement examination and approval links and non-standard acceptance management.Secondly,in view of the above problems,the corresponding management improvement scheme is put forward.The improvement measures include adjusting the organizational structure of procurement management,standardizing the content of procurement budget application materials,reengineering the procurement approval process,and formulating the procurement acceptance management methods.Finally,the implementation effect of the improvement program is analyzed and studied by the application of actual procurement cases.The improvement of ISC projects within the procurement management in "A" University adapts the new targets and solutions to the university informational management reconstruction with various aspects,such as,to solve the procurement management vulnerability in Data Barriers,Network Security,Blind Construction,and Repeated construction and to improve the quality of information system project procurement and service efficiency of funds,respectively.To achieve the transformation of university ISC from the decentralized state to integrative and collaborative governance structure,so that the application of information system can more efficiently penetrate into the core work of University A and support the construction of modern management system of University A. |
