Qiqihar Vocational College is the first approved by the government of Hei Longjiang Province, and put on record by the Ministry of Education, with higher education qualifications of enrolling new students. After long-term and persistent efforts, the college has been a vocational college that has advantageous among three provinces in the northeast of China, with standard management; value the training of professional skills. In order to build digital campus, the college has launched QZY information center construction project and it will be accomplished in 31st.May, 2007. due to the project itself belongs to IT Project Procurement, it has the features of procurement variety of products, the large capital, strict technique standard, high after-sale service, it is easy to occur the problems between evaluation difficulties and contract. While the former lowest bidding purchase management model was simple, traditional project procurement management model is difficult to adapt to complex reality requirement of IT project procurement. It is necessary to use IT project procurement management method to improve QZY information center construction project's purchase work.This paper firstly made full studying of project procurement management theory existing in domestic and international ,then learn from them, according to the current situation of QZY information center construction project procurement, we construct a FAHP model of supplier qualification evaluation and a Grey Correlation Analysis evaluation model, meanwhile, we use the two models in empirical analysis, QZY information center construction project solve the practical problems between supplier qualification evaluation and supplier selection in campus net work exchange equipment. After studying, we found that adopt FAHP to audit the supplier's qualification can effectively filter out the suppliers who accordance with prescription. At the same time, use GCA evaluation can integrate various factors, and choose the most suitable suppliers. It is good to improve procurement efficiency and lower procurement costs. |
