Exploration Of Countermeasures For Local Universities To Serve Rural Revitalization Strategy ——Taking Guangxi Normal University As An Example

The rural revitalization strategy is an important decision put forward in the 19 th Party Congress.The implementation of rural revitalization strategy is the common responsibility and mission of the whole society,and the implementation of rural revitalization is also inseparable from the support of local colleges and universities.Social service is one of the functions of higher education institutions,and local colleges and universities have unique advantages in serving the rural revitalization strategy.The task of poverty eradication in China in 2020 has been successfully completed,and the next step is to further articulate the rural revitalization strategy,and how local universities can better serve the rural revitalization is the subject of this study.This study adopts literature research method,case study method and survey research method to sort out the literature related to rural revitalization strategy,define the core concepts of local colleges and universities and rural revitalization strategy,and discuss the necessity of local colleges and universities to serve rural revitalization strategy in three aspects,namely,implementing national rural revitalization strategy,performing social service function and promoting long-term development of higher education,under the guidance of the theoretical basis of social service function of higher education institutions.Taking Guangxi Normal University as a case study,this study summarizes its practice of serving rural revitalization in five aspects: rural industrial revitalization,talent revitalization,cultural revitalization,ecological revitalization,and organizational revitalization through data collection,field survey and interview research,and summarizes the successful experiences of following national policy guidance,playing the function of higher education institutions,attaching importance to the leading role of Party building,and tapping rural characteristic resources.Based on the practice of Guangxi Normal University in serving rural revitalization strategy,the problems and reasons are analyzed.The problems are mainly manifested in poor transformation of scientific and technological achievements,lack of resources of skilled talents,weak cultural infrastructure,insufficient efficiency of resource use and weak youth party members,and the reasons are mainly weak awareness of scientific and technological innovation,single mode of talent cultivation,lagging concept of cultural service,low importance of resources and Weak belief in serving the grassroots.Based on the analysis of problems and reasons in serving rural revitalization strategy of Guangxi Normal University,this study proposes countermeasures for local universities to serve rural revitalization strategy in five aspects in turn,namely,rural industrial revitalization,talent revitalization,cultural revitalization,ecological revitalization and organizational revitalization,based on the Law on Promoting Rural Revitalization and combined with the theory of social service function of higher education institutions.In rural industrial revitalization,local colleges and universities should enhance their independent innovation ability and promote the transformation of scientific and technological achievements.In the revitalization of rural talents,local colleges and universities should give full play to the advantages of disciplines and specialties and improve the quality of talent training.In the revitalization of rural culture,local colleges and universities should lead the construction of rural culture and improve the level of cultural services.In the revitalization of rural ecology,local colleges and universities should explore the advantages of rural resources and develop rural ecological economy.In the revitalization of rural organization,local colleges and universities should strengthen the centralized leadership and improve the quality of organization construction.
