In 2017,General Secretary Xi Jinping officially put forward the rural revitalization strategy in his work report to the 19 th CPC National Congress,pointing out the direction for China to solve problems related to agriculture,rural areas and farmers.As the main part of higher education institutions in China,local colleges and universities undertake the functions of training talents,scientific research,social service,cultural inheritance and innovation for local areas,and have natural advantages closely linked with regional economic and social development.So,in the context of the new era,how do local colleges and universities understand the important task and mission of serving rural revitalization? What are the main models of local rural revitalization? What is the status of the operation,contribution,support and implementation effect of these models?What are the characteristics,practical experience and dilemmas of these models? These questions are worth exploring.Based on the "triple helix" theory,this study explores the current situation,experience and dilemma of the main mode of local universities serving rural revitalization from the perspective of mixed organization.Firstly,the operation mode of local universities serving rural revitalization is divided into three main modes: "research institute" mode,"college" mode and "practice base" mode.Then,the operation status,contribution degree,support degree and implementation effect of the three main modes are quantitatively analyzed through the questionnaire of "Status quo of Local Colleges and Universities serving Rural Revitalization".Secondly,from the eastern province of shandong,zhejiang,the central province of hubei,the local colleges and universities in the western province of guizhou province’s various data access service rural revitalization in case,policy,etc,and combining the implementation of the mode of local university service rural revitalization of the interview outline of three main mode,the overall situation and typical cases for qualitative analysis,Summarize the practical effects and development difficulties of the main models;Finally,the conclusions of three main models are summarized and some policy suggestions are put forward.This study found that the three main modes of local universities serving rural revitalization have significant characteristics in terms of operation mode,function positioning and contribution focus.And the following practical experience has been formed:(1)(1)Pooling advantages of various parties,building a comprehensive platform,carrying out key technology research,comprehensive planning of rural construction and other matters;(2)Explore the "village +" curriculum setting mode and the "project-based and modular" teaching mode to cultivate professionals needed for rural revitalization;(3)The government-school-enterprise partnership for rural revitalization lacks momentum.At the same time,the following difficulties are also found :(1)Lack of policy documents and institutional mechanisms to promote the formation of a complete service chain;(2)Lack of internal impetus to go deep into the grassroots and external push for sustainable services;(3)The government-schoolenterprise partnership for rural revitalization lacks momentum.In view of the experience and difficulties of local colleges and universities in serving rural revitalization,combined with the "three helix" theory,this research suggests:(1)Local colleges and universities should identify the right service mode and content according to their own specialty characteristics,and improve the level of rural revitalization service;Improve the system and mechanism to encourage teachers and students to work for rural revitalization;Jointly with rural industries(enterprises)to train various talents for rural revitalization.(2)The county government is suggested to further improve the incentive policies of local colleges and universities for rural revitalization;Increase human and financial input to local colleges and universities to serve rural revitalization;Build service platforms with local universities and rural industries(enterprises).(3)It is suggested that rural industries(enterprises)jointly build a rural revitalization service platform with the government and universities according to the needs of industrial development;Establish cooperative education systems and mechanisms with relevant disciplines and specialties in local colleges and universities.Only through coordinated development and joint efforts by the three parties can the "spiral" effect of rural revitalization be realized.
