The Evaluation Index System For Youth Sports Training Institutions Qualification Certification In The City Of Changchun

In the context of the integration of sports and education,it is of great significance and effect to promote the healthy development of sports training institutions for cultivation of reserve talents for competitive sports and the enhancement of youth physique.China’s youth sports industry and institutions and strengthening of youth sports training,it is found that there are no clear regulatory standards for the training qualification,training quality and operation ability of sports training institutions,and there is a lack of strict institutional qualification certification and entry mechanism,which seriously affects the healthy development of youth sports training industry.Establishing industry standards through the establishment of an evaluation index system for the qualification certification of youth sports training institutions is not only conducive promoting standardized development youth sports institutions,but also promotes reform through evaluation.This paper takes the qualification certification of youth sports training institutions the research object,and adopts the methods of Delphi method and analytic hierarchy process.Firstly,it combs the development process of qualification certification of domestic sports training institutions;Secondly,following the principles of science,system,operability,and goal to build the evaluation index system for the qualification certification of youth sports training institutions,and after many feedbacks from experts,the indicators have reached the best;Finally,it is pointed out that the qualification certification evaluation index system of youth sports training institutions is a dynamic development system,and each index must meet the needs of social development and be constantly updated.Suggestions are given for the benign development of the evaluation index system.Results:（1）There is no effective certification mechanism between the government as the subject of certification and the training institutions as the object of certification.The certification dilemma of government departments lies in the lack of integration of departments,and the lack of laws and regulations.（2）The final index system includes four first-class indicators: basic conditions,public welfare mission,sustainable development and operation ability,nine second-class indicators such as legitimacy,venue equipment,training quality,industry honor and management norms,legal person qualification,training institutions registered as private non enterprises or private enterprises,and venues with fire and health certificates,income and laws,There are 24 three-level indicators,including standardized use of bills,full-time accounting management accounts,and recommendation from the district sports administrative department or primary and secondary school units.（3）Establish an integrated feedback platform,feedback mechanism and dynamic evaluation index mechanism to enhance institutional binding force.
