| After winning the battle against poverty,regional poverty has been eliminated.At present,the focus of rural development is on the effective connection between poverty alleviation and rural revitalization,and targeted measures must be formulated.At present,the implementation of rural revitalization strategy in rural areas requires a large number of technical talents,management talents and market talents.However,most of the young and middle-aged population in rural areas are migrant workers,resulting in a serious shortage of labor force,and the lack of talents with knowledge and technology.The lack of talents is particularly prominent in the journey of rural revitalization.Talent revitalization is the key to rural revitalization.On the road of accelerating urbanization,rural areas cannot lag behind.The strategy of rural revitalization is to take the road of rural revitalization of socialism with Chinese characteristics from five aspects : industrial prosperity,ecological livable,rural civilization,effective governance and rich life.In order to effectively carry out these five aspects,the most priority should be talents.The addition of talents can make rural revitalization more perfect.The difference between rural and urban areas also comes from this.Urban life is rich,convenient,prosperous and sufficient.It is very simple to attract talents.People ’ s needs and pursuits are yearning for a higher level of life.In rural areas to form talent agglomeration,it needs certain conditions.After winning the fight against poverty in China,talent agglomeration has formed in many rural developed areas,which has also brought very beneficial effects.The formation of talent agglomeration needs conditions,such as resource endowment,talent environment,income factors and the basic attributes of human capital,which are the basic conditions for talent agglomeration.However,in order to form talent agglomeration in rural areas,it also needs certain external conditions and internal mechanisms.Y village is a village with rural tourism as the development path under the background of rural revitalization.Selecting Y village as the research site is based on the author ’s tutor’s investigation of Y village for many years.It is found that the flow of talents in Y village shows different characteristics from other villages.Mining and analyzing the development process of Y village,the talent flow of Y village has a significant relationship with the trend of the market,and there is a two-way interaction between them.This paper takes Y village as the research site and talents as the research direction,focusing on the talent agglomeration mode.Firstly,based on the talent agglomeration theory and human capital theory,the basis for realizing talent agglomeration is analyzed,including resource endowment,talent environment,income factor,basic attributes of human capital and herding effect.Based on the basic analysis,combined with the actual situation of Y village,this paper describes the general situation and types of talent agglomeration in Y village,and then combines the situation of talent agglomeration in Y village with the overall development of Y village,analyzes the correlation between talent agglomeration and Y village development,and the relationship between talent agglomeration and market orientation in Y village.It is concluded that the talent agglomeration in Y village is market-oriented.The research uses the field research method,literature research method,interview method,based on Maslow ’ s demand theory,human capital theory,talent agglomeration theory,how to construct the Shaanxi Province Y village talent agglomeration mode conditions,process,operation problems and reasons are analyzed and demonstrated.The research shows that resource endowment,talent environment,income factors,human capital and herd behavior are the basic conditions for the construction of Y village ’ s talent agglomeration model.At the same time,according to the development process of Y village,the construction of Y village ’ s talent agglomeration model is based on market guidance.However,there are still many problems in the effective operation of Y village ’ s market-oriented talent agglomeration model.The root causes of the problems in the construction process of Y village ’ s talent agglomeration model are talent demand and supply,increased cost of talent flow system,institutional exclusion and institutional obstacles.Finally,in view of the existing problems put forward the establishment of effective management mechanism and incentive mechanism,improve and perfect the talent circulation mechanism,improve the rural social security system and other countermeasures and suggestions. |
