Investigation On Volatile Organic Compound Emissions And Environmental Supervision Measures In Kunming

As the pollution load of VOCs increases,the harmfulness of VOCs is also becoming increasingly prominent.Whether it is harm to the environment or poison to the human body,the pollution control work of VOCs has become more and more important.In recent years,from country to place,Constantly introducing policies and regulations related to VOCs pollution control,Kunming City,as the capital city of Yunnan Province,is the slogan of Green Kunming.It is extremely urgent to keep the blue sky and control VOCs pollution.In order to fully understand the current situation of VOCs emission in Kunming,this paper investigates the present situation of VOCs environmental quality in Gaoxin District of Kunming,VOCs emission in Gaoxin District of Kunming and VOCs emission in different industries in various industrial parks.Firstly,according to the investigation of VOCs'environmental quality in Kunming downtown area,the results show that the average daily VOCs concentration in Dongfeng Square in Kunming downtown area is lower than the national level.The contribution rate of various types of VOCS to ozone generation potential in summer:alkanes are larger than olefins than aromatic hydrocarbons.The contribution rate of various VOCS to ozone generation potential in autumn:aromatic hydrocarbon is greater than alkene than alkane.The main source of atmospheric VOCs in summer and autumn is the source of industrial process in downtown Kunming.The average polycyclic aromatic hydrocarbons of Dongfeng East Road in Kunming City are 3 4.61 ng/m3.The main polycyclic aromatic hydrocarbon monomers are naphthalene(Nap),fluoranthene(FL),benzo(b)fluoranthene(BbF),benzo(g,h,i)pyrene(B(g,h,i)P),indene(1,2,3-cd)pyrene(IND).Among them,2-3 ring PAHs was dominant in spring,and 4 ring PAHs in summer,autumn and winter.Secondly,according to the statistics of environmental protection in 2016,the total discharge of VOCs in Kunming is 13730.093 tons.Next,the investigation results of VOCs emission in Gaoxin District of Kunming show that at the end of 2015,63 key industrial enterprises involved in VOCs emission were identified in Gaoxin District of Kunming.Mainly related to pharmaceutical industry,printing industry,automobile manufacturing industry,furniture manufacturing,other industries and gas stations and other six industries.The raw materials and accessories used by enterprises in Gaoxin District of Kunming are PET,PE,ink,ethanol,benzene,toluene,xylene and so on.Mainly produces ethylene glycol,ethylene,ethanol,vinyl chloride,acetone and other volatile organic compounds.Regional VOCs pollution control measures mainly include activated carbon adsorption,condensation recovery,environmental protection raw material substitution and production technology optimization.63 VOCs emission enterprises calculated the total VOC emission by design capacity of 3729.041t,of which 2055.145t has been built and 1673.896t has been built.According to industry division,pharmaceutical industry and printing are the key industries of VOCs emission.Among them,19 enterprises in pharmaceutical industry have VOCs emission,the total VOCs emission is 2129.32t,accounting for 49.46%of the total.Six enterprises in the printing industry are involved in VOCs emissions.The total VOCs emissions are 768.149t,accounting for 20.60%of the total.Finally,the VOC raw materials,production process,treatment facilities and production and emission situation of different industries in each industrial park are analyzed,and the VOCs emission status,emission characteristics and pollution control measures of different typical enterprises are found out.For example,the 13 million ton/year oil refining proj ect in Yunnan.At the same time,the paper investigates the current situation of VOCs supervision in Kunming.The results show that the environmental protection department mainly supervises VOCs through environmental assessment and approval,acceptance,emission permit and daily supervision.As acceptance has been changed to self-acceptance by construction units,it is no longer the leading compulsory acceptance by environmental protection departments.Therefore,the control of environmental protection acceptance is relatively weak,and more construction units need to improve their awareness of environmental protection.In summary,in order to effectively control VOCs emissions in Kunming and meet the "13th Five-Year Plan of Volatile Organic Compounds Pollution Prevention and Control",it is suggested that Kunming should improve its VOCs management system as soon as possible,improve the requirements of VOCs emission control in key industries,speed up the compilation of VOCs emission inventory,and strengthen volatilization in key industries.Capacity-building for the prevention and control of organic pollutants pollution,improvement of environmental access conditions,rational layout of industrial parks,and standardization of Park development.The research in this paper can provide scientific basis and technical support for the supervision and management of VOCs in Kunming,reduce the blindness of management,and also provide theoretical basis for the reduction of VOCs in Kunming.
