The emission of volatile organic compounds(VOCs)will cause environmental pollution,material losses,safety accidents and occupational hazards.So it is very important to effectively control VOCs emissions and the risks they bring.The refinery enterprise is an important source of VOCs emission.Therefore,this paper studies the VOCs emission control measures and risk control measures.First of all,this paper first draws main sources of VOCs emissions in refineries by means of literature review,report inspection and field investigation.Through the accounting of source and source emissions of six enterprises,it is concluded that the top four sources of emissions are: organic liquid storage,handling and harmonic volatilization of organic liquid volatilization,wastewater disposal process of gathering storage equipment and seal leakage loss.Then,the source item of the first four places is selected as the research object,and the control measures of the emission reduction are studied.The emission of the control measures is calculated,and the effect of the control measures is analyzed by comparing.Finally,in view of the risk of VOCs emission,the occupational hazards of VOCs emissions and safety risks of governance systems are analyzed with the largest amount of organic liquid storage and the harmonic volatilization source.The health risk assessment method was used to analyze the risk of occupational hazards.It was concluded that methanol and MTBE in VOCs did not affect the fitness of exposed workers.However,benzene poses non-carcinogenic risk and carcinogenic risk before and after the reduction and poses a threat to the health of the personnel long-term exposure to this environment,resulting in a loss of life expectancy of 660.97h(before reduction)and 204.9h(after reduction).The HAZOP analysis method is used to analyze the risk of oil and gas recovery equipment,and using FLACS software to simulate the explosion of oil and gas recovery device,it is concluded that the explosion of the oil and gas recovery unit will not pose a serious threat to the peripheral equipment and the personnel.The cause of the catastrophic explosion is the domino effect(pool fire,leakage and flow Fire,smoke,etc.)caused by the first explosion.Although VOCs control measures achieve the effect of reducing emissions and reducing material losses,however,the risk of occupational hazards caused by VOCs emissions is not controlled within the scope of the safety threshold.In addition,some of the VOCs governance measures are risky.Risk control measures still need to be taken.This article proposes corresponding risk control measures from two aspects of controlling occupational hazards(7 aspects)and controlling governance technology risks.
