As the country with the world's largest carbon emissions, how China develops a green and low-carbon economy and pursues a sustainable development path has attracted much attention at home and abroad. In the Paris Agreement,China took the initiative to undertake carbon emission reduction responsibilities and made a commitment. The achievement of carbon emission reduction targets must not only improve irrational energy and industrial structures, but also make a long-term layout of China's economic development mode. How to implement the carbon emission reduction policy scientifically and reasonably under the premise of stable economic development has not only academic significance, but also far-reaching practical significance. This paper studies the impact of industrial agglomeration on carbon emission reduction and proposes reasonable suggestions to promote China's early carbon reduction targets. At present, the relationship between industrial agglomeration and carbon emissions is still inconclusive in the academic world. The reason may be that industrial agglomeration has a complex mechanism for carbon emission reduction. The two are not simple linear relationships and there are intermediate variables. Therefore, this paper uses foreign direct investment as an intermediate variable. To study the direct mechanism of industrial agglomeration on carbon emission reduction and the indirect mechanism of foreign direct investment.Through the calculation of relevant data and analysis of the current state of industrial agglomeration and carbon emission reduction in China,it is found that there are four paths in the process of industrial agglomeration in China and there are obvious heterogeneity between regions. The degree of agglomeration in the eastern region is significantly higher than in the western and central regions. The current status of carbon emissions isas follows: the total amount is rising, the intensity of carbon emissions is falling, and the gap between provinces is large. In terms of empirical research, this paper selects China's inter-provincial panel data from2003 to 2017,and first uses the mediation effect analysis method to study the impact of industrial agglomeration on carbon emissions. It is concluded that foreign direct investment plays a part in the mediation effect of industrial agglomeration on carbon emissions The conclusion is that the median effect value is 31.1%.Based on this, foreign direct investment is used as a threshold variable, and the relationship between the two is further analyzed. It is found that there is a double threshold effect between industrial agglomeration and carbon emissions, and the relationship between the two has an inverted U-shape.When foreign direct investment is at a low level, industrial gatherings increase carbon emissions. When foreign direct investment levels cross a higher threshold, the positive externalities of industrial agglomeration are highlighted, and carbon emissions are restrained from increasing. Both the level of economic development and the energy structure have a significant positive impact on carbon emissions.Optimizing the industrial structure can curb the increase in carbon emissions.
