With the rapid development of the industrial economy, the problem of climate warming, resource scarcity is also followed. In order to realize the coordinated and balanced development between economy and environment, the government began to implement the measures of greenhouse gas emission reduction. Industrial agglomeration area as an important force to promote economic development, but also the carbon emissions of the main source and need to maximize reduce emissions of greenhouse gases such as carbon dioxide, resource conservation and utilization, maintain energy security and to actively take up social responsibility for environmental protection.This paper studies the effects of low carbon policy constraints on industrial agglomeration. According to the analysis of the existing research literature, summarized the main influencing factors of industrial agglomeration is the geographical factors and policy factors; then elaborated various economic effects of low carbon policy constraints, such as technology innovation effect, cost effect and industrial linkage effect; finally, through the analysis of the influence mechanism of policy system and other factors on the industrial agglomeration, based on the analysis of basic theory, describes the process of exploring effects of agglomeration of carbon emission constraints on the industry from the qualitative two aspects of per capita income and human capital, the per capita income and the level of human capital in a certain range, with the strengthening of low carbon policy constraints, the enterprise non production cost of enterprises will increase, then reducing the scale of production, industry trend of distribution; when improving the per capita income and the level of human capital to a certain height, low carbon policy strengthen the stimulating effect of technological innovation of enterprises and increase the level of consumption, improve the productivity of enterprises or the expansion of production scale, industry agglomeration level will arise. From then on the current situation of carbon emissions and carbon emissions in China, the degree of industrial agglomeration and agglomeration process to describe the status quo. Finally based on Hansen's threshold regression theory, use our country 30 provinces'(autonomous regions and municipalities) data during 2000-2012, using threshold regression method, from two angles of per capita income and human capital test threshold effect of carbon constraints on industrial agglomeration. The empirical results show that the low carbon constraint on industrial agglomeration has two significant threshold effect. The income threshold test showed that in the middle and low income and low carbon constraint on industrial agglomeration have a negative impact, and in the phase of high income, low carbon constraint significantly increased the area of industrial agglomeration; human capital threshold test showed that at the stage of high human capital, low carbon constraint can significantly promote regional industrial agglomeration. In the stage of middle and low human capital, on the contrary. At present, most provinces'human capital and per capita income is at a low level, the government to implement low carbon constraints will have a negative impact on industrial agglomeration. Based on the above conclusion, we should accelerate the legislation of restriction of low carbon and at the same time to speed up local economic development, to enhance the level of human capital, and promote low-carbon technology innovation is an important measure to alleviate the negative effects of low carbon constraint.
