A Study On The Classification Of Municipal Solid Waste In Nanjing From The Perspective Of Multi - Center Governance

With the development of economy and soeiety in China, the problem of municipal solid waste is growing worse. Many big cities had been besieged by garbage. How to solve the problem has become a major social problem people have to facing. Garbage classification is refers to the garbage can be divided into different categories based on its composition and value. The classification put, collection, transportation and processing of garbage is conducive to realize harmlessness, reduction and resource utilization. Experience in our country and foreign has shown that the critical way to solve the problem is to collect the garbage by different category which has great ecological, economic and social benefits.The new theory of Polycentric Governance Theory gets rid of the limitations induced by the traditional singe-centered governance by governments. It emphasizes the polycentric governance mode framed by the government, market and community. It devotes a new governance logic which is different from bureaucrat’s administration theory, and provides a new idea for solid waste disposal. The paper is based on this theory to involve in dealing with the solid waste, and then complete the plight of through analysis of the solid waste disposal.The paper studies on the current situation of garbage classification and recycling in Nanjing, through literature research, on-the-spot investigation, case analysis and other research methods, analyzes the status quo and problems of municipal solid waste governance in Nanjing. Discusses the deep cause of the problem from the government, residents, Non-Governmental Organizations, enterprise and market. At the same time, through the analysis of the practice of Taipei municipal solid waste governance, find out effective countermeasures of the solid waste disposal:Frist,the government should play a guiding role and assume the function of public service. Second, residents are direct practitioners, so improve the residents’ participation is the key to carry out garbage classification.Thirdly, As Non-Governmental Organizations play a more and more important role on the social management in recent years, it should play the coordinating role. last but not least, Marketization is an effective way to realize garbage classification and recycling. In conclusion, Garbage classification is a systematic engineering and concerns every aspects of the society. It need the cooperation of the whole society.
