Research On Post-evaluation Of Capacity Construction Project Of Underground Natural Gas Storage In Xinjiang Oilfield

With the gradual deepening of the green life concept of low-carbon and environmental protection and the gradual maturity and improvement of the downstream natural gas market,as an important clean energy,the market demand of natural gas is increasing.Through the construction of underground gas storage,the status and role of natural gas emergency,peak shaving and hub will be further improved.It has become one of the main development goals of major domestic oil and gas fields to provide sufficient gas supply for downstream users with reliable stable natural gas production capacity.Xinjiang Oilfield further improves the management level of the capacity construction project of the underground natural gas storage in line with the overall requirements of the strategy of meeting the target of natural gas supply guarantee,so as to promote the production of natural gas,and lay a solid foundation for the natural gas supply in Northern Xinjiang and the emergency supply capacity of natural gas in China's mainland.In this paper,through the establishment of targeted and reasonable evaluation index system and evaluation method with practical application value.First of all,based on the in-depth study of the relevant theories in the field of post evaluation at home and abroad,combined with the actual situation of Hutubi underground gas storage capacity construction project,the method of combining theoretical research with actual research,quantitative and qualitative analysis is used to carry out a systematic and comprehensive study.Based on the principles of rationality,comparability,comprehensiveness and guidance,this paper selects three first level indicators,10 second level indicators and 55 third level indicators of the capacity construction project of Hutubi natural gas underground storage from three aspects of preliminary preparation,implementation process and implementation effect.Secondly,the importance of post evaluation indexes of Hutubi underground gas storage construction project is compared by means of questionnaire,the weight of each index is determined by AHP calculation,and the indicator assignment at all levels of post evaluation system of Hutubi underground gas storage construction project is completed and the evaluation table is formed.Finally,using the post evaluation form of Hutubi underground gas storage construction project,the post evaluation of Hutubi underground gas storage construction project is completed,which provides theoretical basis for continuously improving the management capacity and management level of the natural gas underground storage capacity construction project of Xinjiang Oilfield Company.
