Research On The Driving Mechanism Of Urban Residents' Waste Sorting Behavior From The Perspective Of Policy Mobilization

With the progress of society and the continuous improvement of residents' living standards,garbage disposal has gradually become an urgent urban management problem.Among them,the source classification and treatment of domestic waste is considered an important aspect of urban waste management.It is related to the effective implementation of waste classification policies and the implementation of ecological and environmental protection concepts,which can help the rational use and integration of social resources.Therefore,how to better promote the source classification and management of municipal solid waste should be worthy of attention and in-depth research.At present,domestic scholars mainly adopt the "cognitive-behavior" analysis framework,and the discussion of contextual influence factors is mostly limited to motivational influence factors.In the research on factors such as rewards,punishments,and moral identity,there are few studies on other contextual influence factors,and qualitative research methods are mostly adopted,lacking a systematic and complete policy research framework.In order to explore the innovative path of the community waste classification management model,this study selects four demonstration communities in C Street,S City as the research case.Since the promotion of garbage classification in S City C Street in 2018,it has achieved good results in practice,and has formed a "onedominance,multiple-variety" mobilization structure that coordinated and cooperated with grass-roots administrative organizations,environmental protection social organizations,enterprises,properties,and residents.Under this garbage classification policy mobilization framework,the author combines policy mobilization theory and Guagnano's ABC theory to analyze the key influencing factors of residents' garbage classification behavior from two dimensions of macro policy mobilization methods and micro personal psychology,and comprehensively related theoretical studies.The content and research data put forward corresponding research hypotheses.On this basis,the SPSS data analysis software was used to quantitatively analyze the data of the questionnaire,and the final research results were obtained:(1)There is a significant positive relationship between environmental attitudes and urban residents' waste classification behavior;(2)Classification cognition and There is a significant positive relationship between the garbage classification behavior of urban residents;(3)There is a significant positive relationship between the volunteer team norms and the garbage classification behavior of urban residents;(4)There is a significant positive relationship between the conditions of placing facilities and the garbage classification behavior of urban residents(5)There is a significant positive relationship between reputation concern under the reputation incentive system and urban residents' waste sorting behavior.Based on the research results of this article,this paper proposes a driving model of residents' waste classification behavior from the perspective of policy mobilization,which mainly emphasizes the two dimensions of psychology and situation as the starting point to promote continuous and effective participation of urban residents in garbage classification policies.Finally,it is proposed to play the leading role of party building,construct a diversified mobilization structure,innovate community propaganda models,increase public participation willingness,activate community endogenous resources,play a voluntary demonstration role,improve the garbage classification system,improve the reward and punishment incentive mechanism and other residents' garbage classification behaviors.The classification policy mobilization path,with capital as the grassroots administrative organization,provides valuable suggestions and countermeasures in the process of garbage classification policy mobilization.
