Research On Local Legislation For Soil Pollution Prevention And Control In Chongqing

Chongqing is an old industrial base in China as well as a complex city integrating a large urban area and a large rural area surrounded by numerous mountains.Pollution caused by industry,agriculture and household seriously endangers soil environmental safety.In addition to the mountainous terrain and karst topography in Chongqing,once the soil environment is destroyed,it is extremely difficult to control and restore.In recent years,Chongqing has paid more attention to the work of soil pollution prevention and control and recognized the significance of soil legislation.However,the progress of legislation has been relatively slow,and the effect of legislation has failed to meet expectations.This article starts with the definition of soil pollution and soil pollution prevention and control,and analyzes the necessity and feasibility of local legislation for soil pollution prevention and control in Chongqing.Then,the status quo of local legislation for soil pollution prevention and control in Chongqing is sorted out and researched,and the existing local legislation for soil pollution prevention and control in Chongqing is analyzed for the legislative progress,the highlights of the soil pollution risk control and remediation system,and the existence of soil pollution is found.The prevention and control of local special legislation is missing,some legislators did not exercise the local legislative power for soil pollution prevention and control,the relevant legal system for soil pollution prevention and control is not perfect,and the legal responsibility investigation mechanism is not detailed.Then,I will investigate the local legislation of soil pollution prevention and control in other provinces of my country,study,analyze and think about the local legislation of soil pollution prevention and control in Hubei Province and Guangdong Province respectively.While gaining theoretical enlightenment,learn useful experience.Finally,in response to the problems of local legislation on soil pollution prevention and control in Chongqing,suggestions are made to formulate local special legislation on soil pollution prevention and control,promote the exercise of legislative power by local legislators,improve relevant legal systems for soil pollution prevention and control,and strengthen legal accountability mechanisms.
