Research Of The Decoupling Relation Between Economic Growth And Environmental Pollution Under The Restraints Of Environmental Regulation

Environmental pollution has become a global focus problems,many countries do not pay attention to environmental protection,in the process of economic development in recent years,global warming,acid rain,ozone layer destruction,rising sea levels and other global environmental problems is more and more serious,at the expense of the environment and waste of resources for rapid economic development,however,this development for how much longer is a problem worthy of thinking deeply.Our country is in an era of social transformation and upgrading of rapid economic development,how to deal with environmental protection and economic development,environmental and ecological benefits to improve the relationship between attention problems,is the social from all walks of life and government in our country,the fog haze has become a hot word,environmental pollution has begun to restrict the development of society and economy,lower the quality of people's life,endanger residents health.In the face of further deterioration of the ecological environment,the 18th session of fifth plenary session of the communist party of China put forward the core concept of "green development",this requires that we must change the pattern of economic development,the combination of green production and green management the road of ecological civilization.Chairman xi often emphasizes " to guarantee both golden mountains and green mountains;lucid waters and lush mountains are invaluable assets ","protect the ecological environment is to protect productivity,improve the ecological environment is the development of the productive forces",the important argument passed to us how to deal with the relationship between the ecological environment protection and economic development and the most fundamental purpose is to realize the decoupling of economic growth and environmental pollution.To realize the decoupling between economic growth and environmental pollution is an inherent requirement to achieve sustainable development.It is an important measure for the construction of ecological civilization and the construction of new China.To achieve green governance and improve environmental quality,the effective way to achieve economic growth and environmental pollution is to implement environmental regulation policies or measures such as executive order type and economic market type.Environmental regulation is an important part of social regulation.It means that the government regulates enterprises' economic activities by formulating according policies and measures,reduces the negative externality of environmental pollution led by the enterprises' production activities and realizes the coordinated development between environment and economy.This paper focuses on the subject of whether the environmental regulation can promote the economic growth and environmental pollution to realize decoupling.It analyzes the decoupling influence of environmental regulation on economic growth and environmental pollution from the restraint of environmental pollution from three aspects:decoupling dynamic analysis of economic growth and environmental pollution,the decoupling space effect of economic growth and environmental pollution,the decoupling threshold effect of economic growth and environmental pollution.It draws the following basic conclusions.(1)The decoupling elasticity of economic growth and environmental pollution presents the feature of convergence to their own "steady state" objective.(2)The improvement of formal and non-formal environmental regulation intensity helps promote the decoupling between industrial sulfur dioxide,industrial solid wastes,industrial waste water and economic growth,which will inhibit the decoupling of industrial smoke and dust and economicgrowth.(3)The decoupling elasticity between economic growth and environmental pollution has the correlation effect of the regional space.The spatial factor shall not be neglected in studying the influence of environmental regulation on the decoupling relation between economic growth and environmental pollution.The decoupling between economic growth and environmental pollution in the central region has the obvious positive spatial spillover effect on that in the adjacent regions.(4)The intensity improvement of the environmental regulation in the region significantly promotes the decoupling between economic growth and industrial sulfur dioxide.The promotion role of environmental regulation to the decoupling between the economic growth and industrial smoke and dust in the region is not significant,but it has the obvious inhibition effect on the decoupling between economic growth and environmental pollution in the surrounding areas and all the regions.(5)The economic development conditions of each region,such as the nationalization degree or the system environment,such as marketization level or the industrial structure,such as the proportion of pollution intensive industries have significant differences,which will influence the role of environmental regulation on the decoupling effect between economic growth and environmental pollution.When the nationalization proportion is lower than the threshold value,the environmental regulation will obviously promote the economic growth and pollution to realize decoupling.When the nationalization proportion is higher than the threshold value,the environmental regulation cannot obviously promote the economic growth and pollution to realize decoupling.With the constant improvement of marketization,the influence of environmental regulation on economic growth and pollution may turn from inhibition to promotion.And the environmental regulation plays a bigger and bigger promotion effect on the decoupling between economic growth and industrial pollution.When the proportion of pollution intensive industries is lower than the threshold value,the environmental regulation will obviously promote the economic growth and pollution to realize decoupling.When the proportion of pollution intensive industries is higher than the threshold value,the environmental regulation cannot promote,whill maybe inhibit the economic growth and pollution to realize decoupling.The chapter arrange of the paper is shown as follows:Chapter One is introduction.It mainly introduces the topic background and significance,domestic and foreign research review,research method,research thought,research innovation and defect.Chapter Two is related theory overview.It mainly introduces the environment protection theory,economic growth limit theory,decoupling theory of economic growth and environmental pollution,providing important theoretical foundation for the research of the text.Chapter Three is the status quo of economic development and environment pollution.It mainly compares and analyzes the west,middle and east economic development,environmental pollution conditions and the changing tendency from the region layers.Chapter Four is the decoupling elasticity measure and distribution of economic growth and environmental pollution.On the basis of Tapio decoupling elasticity theory,this chapter measures the decoupling elasticity of economic growth and environmental pollution in our country and regions,introduces the overall decoupling state of economic growth and environmental pollution in our country,including the decoupling state of the discharge condition of different pollutants and economic growth,the decoupling state of the discharge conditions of different pollutants in 30 provinces in the east,mid and west regions and the economic growth.Chapter Five is the quantitative analysis of decoupling between economic growth and environmental pollution under the restraint of environmental regulation.This chapter adopts the systematic GMM measuring model,primarily analyzes whether the implementation of the environmental regulation can realize the decoupling between economic growth and environmental pollution and discusses the influence of formal environmental regulation and non-formal environmental regulation on the decoupling elasticity between economic growth and environmental pollution.Chapter Six is the decoupling space analysis of economic growth and environmental pollution under the restraint of environmental regulation.The classic "Tobler's First Law5" indicates that the observed value of economic variables or social variables in the regional or geographical space show the spatial dependence or show the spatial auto-correlation feature to a certain degree.This chapter uses the SEM and SDM and economic weight matrix and embedded weight matrix and analyzes the decoupling spatial effect of environmental regulation on economic growth and environmental pollution.Chapter Seven is the decoupling threshold effect of economic growth and environmental pollution under the restraint of environmental regulation.The economic development conditions such as nationalization degree or the system environment such as marketization level or the industrial structure such as the proportion of pollution intensive industries of each region are different,which may influence the influence of environmental regulation on economic growth and environmental pollution.This chapter uses the panel threshold model to explore the decoupling effect of environmental regulation on economic growth and environmental pollution under different nationalization degree,different marketization level and different proportion of pollution intensive industries.Chapter Eight is the research conclusion and policy suggestion.By combining the research conclusions of this paper,it proposes to improve the ownership structure and reduce the proportion of nationalization on the basis of strengthening the intensity of environmental regulation and optimizing the environmental regulation means,speed up the marketization process and improve the marketization level,optimize the industrial structure and reduce the proportion of pollution intensive industries.
