"As socialism with Chinese characteristics has entered a new era,the principal contradiction facing Chinese society has evolved into the contradiction between unbalanced and inadequate development and the people's ever-growing needs for a better life.China's economy has maintained a long period of rapid growth,creating a miracle in the history of world economic development.At the same time,the ecological and environmental problems caused by rapid development are almost as eye-catching as the achievements achieved.Industrial economy is the most sensitive sector to technological progress in the national economy sector,but also the sector that consumes the most resources and emits the most pollution.In order to achieve green economic development,the industry must first realize green transformation and take the road of energy saving,emission reduction and environmental friendly development.Especially for China,a huge developing country with a relatively complete industrial production system,it is inevitable to develop energy-intensive industries in the early and middle stages of industrial development.It is urgent to innovate green technologies in the middle and later stages of industrial development to improve the sustainable development capacity of the national economic system.The so-called "green development" is the basic way to decode the resources and environment constraints,in its essence is to keep the economic output at the same time,the natural resources can be sustainable provide the necessary human resources and environmental services,and in the micro elements configuration link,the more show the factor allocation pattern adjustment and less energy input.At the present stage,China is facing the dual pressure of the destruction of ecological environment and the slowdown of economic growth.Neither the economic imperialism of "development first,governance later" nor the ecological reductionism of "ecological environment first" are desirable policies.At the same time,there are huge differences in regional ecological carrying capacity,economic foundation and industrial structure.Therefore,it is necessary to analyze the green development level of prefecture-level cities from the dynamic perspective of economic growth from the perspective of regional economy,and sort out the relationship between regional economic growth and industrial pollution,that is,the green development level.Therefore,taking the industrial sector of prefecture-level cities in China as the research object,this paper analyzes the emission characteristics of industrial non-"expected "output and its dynamic relationship with economic growth--decoupling state.First,combing the decoupling theory and its application research,based on the expansion of Tapio decoupling elastic defined in this paper,the expansion and recession under the two dimensions of a total of 10 kinds of decoupling state,clarify the energy and environment,climate change and the path of economic development,economic growth to energy and environment,climate change,economic growth and environmental pollution on the two paths of research content.Level of our country economic development,social development and the present situation of ecological construction to compare the complete comparison and analysis of space and time,combing the comprehensive industrial SO2,industrial waste water,industrial dust emission situation of industrial pollution,estimates the elasticity of decoupling of industrial pollution and economic growth,analyzes the prefecture level of decoupling state industrial pollution,the regional difference and phase characteristics,using decoupling pursued model is calculated to underdeveloped city economic development and ecological environmental protection of the optimization of city after decoupling flexibility,explore the prefecture level evolution of the pattern of economic development.Secondly,the spatial effect of environmental regulation on pollution decoupling elasticity at the prefecture-level level was analyzed by using spatial error model and spatial Dubin model combined with the weight matrix of economic geography space and nested space weight matrix,and the mechanism of environmental regulation at the prefecture-level level was evaluated.Due to the regional difference is extremely significant and variable bin problems,this paper further to the beijing-tianjin-hebei urban agglomeration spatial unit as sample,refining the space unit to 181 county-level city,in-depth analysis of the practice of "beijing-tianjin-hebei urban agglomeration of regional policy effect,with GDP per capita of space variable of economic development,from two aspects of absolute and incremental analysis of spatial pattern of the economic development and changes,and using the spatial econometric model to determine the space effect and policy effect,in order to reveal the spatial correlation and regional policy influence on the spatial pattern of the development of economy,The proportion of pollution-intensive industries was used as the threshold variable to estimate the heterogeneity of environmental regulation on the elasticity of pollution decoupling,and the practical effects,practical difficulties and internal causes of the coordinated development policy of "Beijing-Tianjin-Hebei" were analyzed,so as to provide reference for the improvement of coordinated urban development and regional environmental cooperative governance mechanism in China.Thirdly,the significant difference in total factor productivity between firms combined with traditional trade theory has promoted the emergence of new trade theory,and then combined with economic distortion theory has spawned a research hotspot of development economics--to describe the differences in economic development effects between regions and industries from the perspective of resource mismatch.Microscopic data,based on the industrial enterprises in an industry panel model,the empirical examines the environmental regulation intensity factors to industry the influence of mismatch,and the effective control of endogenous at the same time,analyzes the factors of environmental regulation intensity change and environmental regulation and JiaGai collaborative mismatch of energy factor and labor factor of heterogeneity.The main conclusions are as follows:(1)As of 2018,the absolute decoupling rates between the economic growth of prefecture-level cities and industrial waste water,industrial SO2 and industrial dust are 74.5%,83.9%and 80.3%,and the vast majority of cities have achieved preliminary industrial green development.The decoupling state of industrial wastewater,industrial SO2 and industrial dust showed an unbalanced development trend.The decoupling state of industrial SO2 was the best,and the decoupling state of industrial wastewater was the worst.The spatial and temporal differences of the elastic state of industrial pollution decoupling are extremely significant.In space,it presents different decoupling states of expansion and decline,while in time,it presents an unstable state with phased characteristics.The internal causes of cities in the same decoupling state also have great differences.The catch-up decoupling model shows that the cities that have not caught up account for 89%on average,and in the state of catch-up decoupling,economic catch-up lags behind industrial pollution reduction mainly,the gap of economic growth is larger than that of industrial pollution emission,and there is no absolute convergence between regional economic growth and pollution reduction.(2)Environmental regulation can significantly help to decouple industrial wastewater,industrial SO2 and industrial dust,but the practice effect of environmental regulation in some regions is poor.The decoupling of industrial pollution and economic growth elasticity exists significant spatial correlation,decoupling unit elasticity and near space center space unit pollution there is significant positive space overflow pollution decoupling elastic characteristics,environmental regulation practice effect in the whole domain within the scope of the overall effect was not significant,area of a zone spreading mechanism for ecological environment governance practices and poor performance.A 1%increase in the intensity of environmental regulation can help reduce the decoupling elasticity of industrial SO2 emissions by about 0.0235 to 0.0242 percentage points,and the decoupling elasticity of industrial dust by about 0.0185 to 0.0192 percentage points.(3)The regional differences in the Beijing-Tianjin-Hebei region are extremely significant.Regional policies have a dissimilar effect on the social development of spatial units in the region,and the north-south differences are greater than the east-west differences;Economic agglomeration presents diversified "club" characteristics,"rich club" effect and "poor club" effect exist at the same time,and both high and low level spatial agglomeration have an expanding trend.The related policies greatly promoted the economic development of Tianjin and inhibited the economic development of Hebei.Hebei did not narrow the gap with Beijing and Tianjin,but made the regional gap widen.In particular,the "collapse" area in the central and southern part of Hebei Province formed a centralized and continuous slow growth zone.When the proportion of the output value of heavy industry is higher than 35.47%and 38.25%,the regulation performance of environmental regulation on industrial SO2 and industrial dust is constrained,which means that reducing the proportion of the output value of heavy industry is an effective way to achieve urban green development and give play to the performance of environmental regulation.(4)strengthen environmental regulation intensity,did help to industrial sector elements mismatch correction and the total factor productivity improvement,the effect more regulation by binding to the influence of mismatch correction factors of capital,but the elements of regulation strength reset the attenuation characteristics of marginal efficiency,at the same time,the synergistic effect of environmental regulation and elements of pricing mechanism,based on the marketability and administrative two paths to promote elements reset process.In addition,competitive market conditions,free market entry and exit of enterprises,and benign supply of industrial policies are also important factors to promote the correction of factor mismatch in the industrial sector,and help the allocation of factors to be more environmentally friendly.At the same time,the gradual improvement of the energy pricing mechanism further strengthens the positive role of environmental regulation on the optimization of factor allocation,which provides an important explanation for the change track of the efficiency of China's industrial sector.Marginal contribution of this paper:(1)How to coordinate the economic output and environmental protection scientifically,and how to achieve the dynamic balance between rich people's life and harmonious ecological environment in the practice of environmental regulation?There is still a lack of solid macro and micro tests on how to achieve this dynamic balance mechanism.Based on the comprehensive estimation of the decoupling elasticity of industrial pollution in prefecture-level cities,the regional characteristics and stage characteristics of the decoupling elasticity of industrial pollution in prefecture-level cities were deeply analyzed,and the temporal and spatial differences and changes of the decoupling elasticity of industrial pollution in prefecture-level cities were investigated.The convergence characteristics of industrial pollution decoupling elasticity and the evolution law under the constraint of environmental regulation are analyzed by including the intensity of environmental regulation into the model,which enriches the research extension of environmental regulation practice performance.And refinement"beijing-tianjin-hebei" area of the 181 geographical unit,in-depth analysis of the coordinated development of beijing-tianjin-hebei context and its regional differentiation effect of policy practice,combing the beijing-tianjin-hebei decoupling of environmental pollution status and the cause of environmental regulation practice performance differences,other urban agglomerations in China regional policy practice,environment are cooperative governance model reference effect.(2)It expands the micro-allocation mechanism of environmental regulation practice performance and enriches the policy entry point of environmental regulation.This article is based on the micro panel data of industrial enterprises in our country,in the general accounting framework for the industry factor mismatches precision measure,on the basis of argument environmental regulation impact on the industrial sector elements mismatch of reality,and in a perspective of heterogeneity,combining elements of pricing mechanism reform in China,its entirety environmental regulation of mismatch influence factors of phases,respectively,to explore based on environmental regulation policy point,power configuration greening factors of China's industrial sector.(3)Enriched the design ideas of environmental regulation variables in the era of big data.There is a logic fault in the existing environmental regulation agency thinking.The overall macro environmental regulation measurement thinking has a long chain of effects on industries and enterprises,resulting in a lot of statistical errors in the middle,which may lead to large deviations in the estimation results of the mechanism of environmental regulation.In this paper,semantic analysis and word frequency analysis in natural language processing technology are used to make semantic analysis on the text of government work report,fully examining the polysemy of the word and the position of the word,counting the occurrence frequency of words related to environmental protection,and measuring the ratio of various words to the total number of words.Based on the database of industrial enterprises,the proportion of industrial output value of prefecture-level cities was constructed,multiplied by the proportion of related terms measuring environmental regulations in provincial government work reports,which was used as the proxy variable of environmental regulations at the prefecture-level city level.The negative impact of endogeneity on model estimation results was alleviated.
