Safety production,as an important foundation for social stability,not only plays a major role in protecting economic achievements and reducing the loss of social wealth but is essential for the sound development of enterprises and the national economy as well as people's well-being.As a typical heavy industrial city in China,City D in Sichuan province is home to diversified industries and enterprises.In addition to several large state-owned heavy industrial enterprises,others are small,scattered and miscellaneous industrial enterprises,which are exposed to overwhelming pressure,thin profits and less safety investment in the face of growing fierce market competition.Recent years have seen a huge improvement in safety production of City D due to its strict implementation of the central requirements on work safety and continuous development of supervision mechanisms.However,the rapid development of new industrialization and urbanization leads to a sharp increase in the concentration of production factors,great improvement of industrial chain and supply chain,as well as frequent and multiple production safety accidents.The safety of key industries such as hazardous chemicals,road traffic,building construction,fire protection,non-coal mines(including natural gas mining),industry and trade is generally in a weak foundation.Major production safety accidents occur occasionally,and general ones occur frequently.New risks are compounded by new business forms and models.Therefore,work safety still faces a grim situation and there remains much work ahead for supervision in production safety.Government regulation theory,principal-agent theory,information asymmetry theory and collaborative governance theory are applied in this paper.Through questionnaire and field investigation,the author has collected a considerable amount of first-hand data as the basis of this paper after interviewing the personnel engaged in work safety supervision and law enforcement at the municipal,county(city,district)and town(township)and some production-oriented enterprises in the city.After combing the current situation of the main body,process and results of work safety supervision in this City,the author found some existing problems.And building on valid experience learned from the United States,Germany,Japan and other advanced countries on how to improve safety laws and regulations,perfect regulatory institutions and give full play to the role of multiple departments,suggestions for the Safety Production Supervision Mechanism in City D will be put forward in the paper.Based on large amounts of research,it can be found that the safety production supervision is a systematic project and the role of the mechanism cannot be fully played by only relying on a single administrative department.Instead,the realization of scientific coordination among people,machines and environment,and the construction of effective supervision and management mechanism can never be achieved without sound legal and regulation systems,strong supervise teams,favorable informationalized regulations,close intersectoral collaborations,strengthened safety production base and strict rectification and accountability measures for safety production supervision.Great efforts must be made to create a favorable situation of work safety in which the supervision department of safety production takes the lead and multi departments collaborate with each other so that daily supervision of township communities can be strengthened,business managers be self-regulated and employees be involved in.Only in this way can the management of regional production safety be improved,accidents concerning it prevented and safety of people's lives and property ensured.
