As a public utility closely related to people’s production and life,electric power supply has higher and higher requirements on the electric power industry with the continuous progress of the society.As the hub center of power transmission and transformation,it plays an important role in the power system,which is responsible for voltage rise and fall,power dispatching and other tasks.After the building of the People’s Republic of China,the coal-fired power-generating machine(600mw)with a single machine capacity has been put into operation.On large sets of power plant,the country into a large amount of investment of power industry,the capacity of 100000 kw or more fire generator has amounted to30.94 million kw,and electric power industry got great development.By the end of1984,China’s electricity output had reached 37.7 billion kilowatt hours,87 times that of 1949.China’s power generation equipment has a capacity of 79.95 million kilowatts,43.2 times that of 1949.According to the state Grid plan,during the 13 th Five-Year Plan period,the following UHV projects will be constructed in three batches on the basis of the "four lines and five lines" project.First,the construction of the UHV project of "five lines and eight lines" will be accelerated.Second,the construction of the UHV project of "ten lines and two lines" will be started before2018 to accelerate the construction of unified and synchronous power grid.Therefore,in the face of fierce market competition,we must attach great importance to the risk control of power grid construction,which is related to the layout of national power grid construction.Through the analysis of the case of SH UHV project accident,this paper brings out the importance of project risk management and control.Taking the innovative spirit in the report of the 19 th CPC National Congress as the background,this paper studies the risk assessment and risk control of UHV project construction.Through reading a large number of literatures and books,as well as studies on construction management at home and abroad,the status quo,existing problems and factors affecting risk management and control of projects are analyzed and sorted out.On this basis,the research is carried out around the construction of power grid,and the basic theoretical knowledge of risk management and control is introduced first.From the commonness of risk management and control of construction projects to the individuality of SH UHV risk management and control is transferred.Through the analysis of the construction scale and engineering characteristics of the project,the risk management and control evaluation system is constructed from the planning,control and guarantee of the project risk management and control.The risk management and control of SH UHV project was evaluated by expert scoring method,analytic hierarchy process,DEMATEL method and fuzzy comprehensive evaluation method.Through these analyses,problems existing in the construction process are found,and improvement measures are proposed.The purpose is to provide valuable management experience for the future construction of new projects,to share and learn from the industry,and to play a certain guiding role for the risk control of subsequent construction projects.
