The reality of rapid economic development,continuous expansion of cities,and continuous population growth has made water supply requirements increasingly higher.Based on on-site investigations,this paper uses the theory of ecological compensation to analyze the main sources of income,compensation,and the improvement of the ecological environment of the residents in the drinking water source area,and constructs an evaluation index system for ecological compensation,using the entropy method and AHP-The fuzzy comprehensive evaluation model evaluates the implementation performance of the support and subsidy policy for drinking water source areas in the main city of Kunming,laying a foundation for the establishment of the next ecological compensation mechanism.The research content and main research conclusions are as follows:(1)The theoretical basis of ecological compensation for water source areas.Ecological compensation needs to follow the principles of fairness and justice,polluter pays,victim compensation,government control and market regulation.The main body of ecological compensation is the state and government,and the object is the residents of the water source area and related administrative departments.This article chooses Kunming City Government as the main body of ecological compensation in the drinking water source area of Kunming City,and the object is residents in the water source area.(2)Investigation and analysis of the status quo of the implementation of support and subsidy policies for water source areas.A survey and questionnaire survey were conducted on seven centralized drinking water sources in the main city of Kunming.A total of 716 villager groups completed 1646 questionnaires.It also analyzed the basic situation of the investigator,the implementation of the ecological compensation method,and the opinions and suggestions on the improvement of the support and subsidy method.The analysis results show that the survey respondents are mostly male,with a relatively low age distribution of 46-60 years old and low education level;most of the respondents in the water source area rely on planting and migrant workers as their main sources of income;except for the water source area of Yunlong Reservoir,others Respondents in water source areas are less satisfied with the existing subsidy policies.(3)Performance evaluation of water source support and subsidy policy implementation.Taking the drinking water source in the main urban area of Kunming City as an example,we selected six aspects including economic development,social benefits,environmental conditions,ecological conditions,resource support capabilities,and environmental management conditions to reflect economic and social development capabilities,ecological environmental conditions,and water conservation.21 indicators in the dimensions of capacity and management capabilities,construct a performance evaluation system of ecological compensation for drinking water sources,and use the entropy method and AHP-fuzzy comprehensive model to obtain the performance evaluation results of ecological compensation.Fuzzy comprehensive evaluation results: Songhuaba Reservoir and Yunlong Reservoir are all rated as Grade I,and Qingshuihai Source,Dahe Reservoir,Chaihe Reservoir,Baoxianghe Reservoir,and Hongpo Self-defense Village Reservoir are rated as Grade IV.Comprehensive evaluation results of entropy method:Yunlong Reservoir is rated as level I,Songhuaba Reservoir and Dahe Reservoir are rated as level II,Chaihe Reservoir,Baoxianghe Reservoir,and Hongpo Self-defense Village are rated as level III,Qingshuihai The water source area evaluation grade is grade IV.(4)Implement relevant suggestions on ecological compensation for water source areas.Adjusting the industrial structure and broadening employment channels are the key points for improving the performance of ecological compensation economic development in water source areas;increasing the amount of subsidies for ecological compensation and improving the types of subsidies are the key points for ensuring social benefits;the maintenance and improvement of environmental conditions should be based on improving the water quality of the reservoir area.Mainly,improve the garbage collection and transportation system,recycle solid waste in rural areas,increase the construction of domestic drainage ditches,and make full use of existing pipelines Ditches,repair and repair of abandoned ditches and aging pipelines,make good use of the three ponds,wetlands,oxidation ponds and sewage treatment stations;reducing soil erosion is the key to restoring the ecology of the water source,scientific and reasonable farmland planting is the focus of reducing soil erosion;only by doing a good job in environmental and ecological protection can we ensure the ability to support resources;rationally allocate and use ecological compensation funds,strengthen management,adhere to regular and irregular inspections of water source protection areas for a long time,improve the risk source list and dangerous goods transportation management system,and encrypt monitoring and increase the emergency detection capabilities of monitoring projects is the focus of environmental management.
