Research On The Problems And Countermeasures In The Operation Of The River Chief System In Youyang County, Chongqing

Water is the basis of economic development and people’s survival,and is also an important source of human social development,and has an irreplaceable role in social life.Rivers and lakes have important economic roles,resource efficacy and ecological and environmental functions,which are easily ignored by people.However,with the accelerated speed of social and economic development,as the main bearer of water resources,waterways and an indispensable part of the whole ecological environment,the water ecological environment of rivers and lakes is deteriorating,the discharge of pollutants to rivers and lakes in some areas is too high,and there are also phenomena such as arbitrary occupation of rivers,abuse of water banks,illegal encirclement of lakes and fields,illegal sand mining,etc.,which have a great impact on people’s social life and the natural environment itself This has had a great impact on people’s social life and the natural environment itself.The social life of people and the natural environment itself have been greatly and adversely affected.Rivers connect lakes and provide water for lakes,and lakes provide water for rivers,and the two complement each other.Once the river’s water environment is polluted lake’s water environment is bound to be affected,river and lake management has become urgent.The "river chief system" is a policy arrangement pioneered by local governments in China to combat river and lake pollution.Since its implementation in Wuxi in 2007,the system has been promoted nationwide,and local governments have responded positively to the pilot practice." The "river chief system" carries forward the governing philosophy of the Party and the government to adhere to green development,reflecting the Party and the government to the management of rivers and lakes in the natural economic sustainable development and governance of national strategic height of great importance to promote the construction of ecological civilization in China to join the Party’s eighteen "five in one" strategic layout has an important role.However,with the acceleration of socio-economic development and the lengthening of the policy implementation front,the problems in the implementation of the "river and lake management system" have gradually emerged.Therefore,the government should correctly understand that the "river chief system" is a policy that needs to be adhered to and improved in the long term.This paper takes Youyang city in Chongqing as the research object,and firstly puts forward the relevant concepts of river chief system,river chief system and watershed governance.Combined with public management theories,it applies the knowledge learned and integrates with the basic knowledge of the comprehensive implementation of the river chief system.And introduce the main work of the comprehensive implementation of the river system in Youyang County,Chongqing,the development of the system,the implementation plan,including guiding ideology,basic principles,overall objectives,organizational system,the main tasks,what safeguards have been taken.What has been achieved so far in the water environment,watershed management,etc.This is followed by a basic introduction to the current comprehensive promotion of the implementation of the river chief system,combined with the actual situation of the existing water environment,administration,river basin management system and regulations in Youyang County,a field study to identify the problems and further analyze the causes,and finally countermeasure suggestions for further promoting the implementation of the river chief system in Youyang County,Chongqing.The findings of this paper are as follows:(1)The problems in the comprehensive promotion of the river chief system in Youyang County,Chongqing include four aspects:many work tasks,insufficient staffing,incomplete supervision,lack of extra-institutional supervision,poor communication of collaborative subjects,unclear responsibilities,and low social participation.(2)The reasons for the problems in the comprehensive promotion of the river chief system in Youyang County,Chongqing include insufficient financial investment by the local government,the legal system construction is relatively late,the multi-governance mechanism has not yet been formed,the public’s awareness of environmental protection is thin,and the department’s publicity efforts are insufficient.(3)Finally,we propose countermeasures to strengthen the comprehensive promotion of the river chief system in Youyang County,Chongqing from four aspects: increasing financial investment and professional training,refining and improving the assessment and accountability mechanism,building an "Internet +river chief system" information management platform,establishing a whole process of public participation mechanism,and creating a good atmosphere of publicity and public opinion.
