Research On The Problems And Countermeasures In The Implementation Of The River Chief System In C County

Water is the source of life,and it carries the entire course of human development.Our country is a country with a serious shortage of water resources per capita.With the rapid development,there have been some difficult to ignore problems in water resources protection,such as shrinking river and lake basins,water environmental pollution,and water ecological damage.These problems not only affect the improvement of people’s quality of life,but also restrict the development of modern society.How to effectively solve these problems has become an important issue for testing the government and scholars.The implementation of the river chief system is imminent.The thesis takes County C as an example to study the problems and countermeasures in the implementation of the river chief system in this county.Based on the theories of comprehensive river basin management,collaborative governance,and participatory democracy,combined with the ecological background of County C’s geographical location and water system distribution,the thesis thoroughly investigates the process of river and lake construction,supervision and management status,and surrounding rivers and lakes.Industrial and agricultural development and environmental status,discover and analyze the problems in the implementation of the River Chief System in County C from the aspects of laws and regulations,organizational structure,participants,and institutional measures,and put forward some solutions to these problems,such as improving laws and regulations,Coordinate and improve the organizational structure,guide multi-party participation,improve the assessment and accountability supervision mechanism,etc.,in order to solve the above problems.The paper collects and sorts out the relevant materials of the river chief system by using the literature research method,and investigates the hydrological conditions,policy research,and management status of the river chief system in County C through the investigation and research method,and understands the localities by using the comparative research method.Based on the experience and lessons learned during the implementation of the river chief system,a comparative analysis of countermeasures suitable for the development of the river chief system in County C was found.The innovation of this paper is to focus on the small area of County C,starting from practice,to find out the problems in the implementation process,analyze the reasons,and study the countermeasures,in order to provide some reference for the improvement of the river chief system in County C.
