Research On The Issue Of Public Participation In The "River Chief System"

With the rapid development of economy,the situation of water pollution is becoming more and more serious,and the water environment is getting worse 。 Local people’s governments at various levels have overlapping responsibilities and overlapping responsibilities among the various government departments involved in water environment management.At the end of May 2007,an outbreak of cyanobacteria in Taihu Lake triggered an environmental crisis.In countless attempts to mitigate this pollution,the Wuxi Municipal Party Committee and Government have put pressure on themselves to pioneer "the river chief system"."The river chief system" is effective to control water ecological environment,so the river chief system is gradually used by other provinces of the country to control water.Since China’s traditional water control mode is dominated by the administrative power of governments at all levels,some problems have also emerged in the construction of the river chief system.For example,excessive reliance on administrative authority;unscientific assessment mechanism,mainly relying on internal assessment,weak supervision;serious government centralization;single governance body,etc.And public participation presents another solution to river construction,which is beneficial to river construction and water environment management.Based on the theory of collaborative governance and Multi-agent governance,this paper takes Pengzhou as an example,and uses the method of questionnaire to conduct in-depth research on the issue of public participation in the river chief system.While affirming the effect of the river chief system,this paper analyzes the problems existing in the public participation in the River chief system in Pengzhou,such as insufficient understanding of the river chief system,low participation rate,lack of internal motivation,and opaque participation path Then,the author analyzes the causes of these problems from two aspects: the government and the public.Based on the analysis of the causes and the experience of other regions,this paper proposes that to promote the public participation in the construction of river system,we should improve the public participation in the legal construction of river system,promote the citizens to form the consciousness of participating in the water environment management of river system spontaneously,broaden the channels for citizens to participate in the river system,and effectively integrate social forces to participate in the construction of river system.Only when the government agencies and the general public work together,cooperate in the same way,play their own roles,and form a water environment collaborative governance system,can we promote the long-term development of the "river system" and better solve the water environment problems.
