Research On Collaborative Governance Of The River Chief System In Zhenning Autonomous Count

This paper makes full use of the case analysis method and analyzes the typical cases of the river chief system in Zhenning Autonomous County,affirming the achievements of the river chief system in the aspects of action effect,coordination concept and mechanism improvement,and also points out the problems such as weak vertical coordination,cross-departmental coordination dilemma and government and community coordination dilemma.By referring to the typical cases of river chief system governance in China,this paper provides valuable experience for the collaborative governance of river chief system in Zhenning Autonomous County.Aiming at the problem of insufficient coordination in the operation of collaborative governance of river chief system in Zhenning Autonomous County,this paper puts forward operational countermeasures from the perspectives of perfecting system guarantee,clarifying horizontal collaborative governance responsibility,perfecting the collaborative participation mechanism of government and social organizations,optimizing the collaborative governance mechanism of river chief system,etc.,so as to provide basis and reference for realizing benign coordination and effective governance of Zhenning Autonomous County.
