With the continuous development of social productive forces and the increasing demand for power supply,distribution network,as the terminal grid that can directly face the masses and as the infrastructure of urban and rural modernization,has become increasingly important.The annual investment in distribution network construction and renovation projects in power supply enterprises accounts for an increasing proportion of the total investment year by year.Distribution network should not only have a reasonable investment project economic benefit,and pay more attention to the project completed and put into operation can effectively improve the power grid structure,can improve the stability of the power supply system,can realize energy conservation and loss reduction,and whether in construction link to strengthen the safety and quality supervision,can reach the expected distribution network construction project investment results.Based on the modern project risk management theory,this paper takes the distribution network project in W region as the research object and combines the life cycle of the distribution network project to identify and evaluate the risk factors of the distribution network project from multiple perspectives,and proposes countermeasures.The main research contents are as follows:First of all,from the Angle of the power supply enterprise management,region distribution network based on W project characteristic and the project management process,project risk can be divided into the project decision-making,the early stage of the project,project construction,project operation risk of four stages,comb from planning to construction to completion inspection and acceptance as well as after the audit,evaluation and so on each link,the stages of risk screening,form the risk checklist,The risk identification list was formed through Delphi method,and 4 first-level risk factors,12 second-level risk factors and 33 third-level risk factors were identified by consensus.Then,the fuzzy comprehensive evaluation method is used to build a risk evaluation model,and six risk factors with relatively high grades are evaluated that have a great impact on the distribution network project in W region.Finally,specific preventive measures are put forward for different risk factors to achieve the effect of risk prevention for distribution network project construction in W region.The research contents and methods of this paper are generally applicable to the construction of optimized distribution network projects of power supply enterprises in China and can provide certain reference for the risk management and research of distribution network projects in other areas in the future.
