How to realize the economical and intensive use of national land resources in the stock era through the spatial planning management of national land is an important issue to effectively protect arable land and promote the synergy of affairs between governments.Based on the perspective of the relationship between the central and local governments,this paper firstly explores the theory of territorial spatial planning management,and secondly,by combing the development history of territorial spatial planning management in China,it clarifies the problems and causes of spatial planning management in China,and promotes the improvement of the planning preparation level:optimization of central and local affairs and powers,the planning implementation level:"rigid In order to provide some reference for the decision making of China's territorial spatial planning management,we optimize the path of China's territorial spatial planning management in three aspects: the optimization of central and local affairs and authority,the implementation of planning: "rigid" + "flexible" management mode,and the supervision of planning: list management of use control.Through the analysis of the management strategy of territorial spatial planning,we hope to provide guidance and countermeasure suggestions to promote the harmonious development of human-land relationship.
