Research On The Policy Development Of My Country's Photovoltaic Industry Under The New Situation

With the global energy shortage,environmental pollution and various other problems have been substantially becoming increasingly severe,the application of renewable energy has received an immense amount of attention by all the countries.Solar energy has been abundant in resources,along with the advantages of safety,reliability,noiseless and low pollution.It has been widely considered as the most potential renewable energy.As the most optimal method to utilize the solar energy is through photovoltaic conversion,hence the photovoltaic industry has also been significantly valued by countries all over the world and has been rapidly developed in the recent years.However,due to the presence of obvious positive externalities of the photovoltaic industry,the market has failed.In addition,China's photovoltaic industry has started out rather late,thus there have still been various underlying issues in its development.Therefore,in order to effectively promote the healthy development of China's photovoltaic industry,it is extremely necessary to enhance on the relevant policies.Especially since 2011,a considerable number of photovoltaic enterprises that have once been known as the "money printers" have been in debt and are on the verge of bankruptcy.Hence,the once overweeningly arrogant and all-powerful industry leaders have started to call for help from the government to assist in China's photovoltaic industry.Although various scholars have also conducted research on China's photovoltaic industry,they have not conducted in-depth investigation and analysis on the recent severe oversupply and the anti-dumping as well as the countervailing investigations that have been initiated by Europe and the United States,but they have more fundamentally pointed out the existence of these conditions.On this basis,this paper has thoroughly analysed the shortcomings of China's current photovoltaic industry policies,drew lessons from the successful experience and lessons of developed countries,and proposed effective countermeasures and suggestions that are suitable for China's national conditions to actively promote the coordinated development of the photovoltaic industry.In this paper,the theoretical analysis and empirical cases have been combined for research purpose.Firstly,on the premise of determining the core concepts,policies and relevant theoretical basis of the photovoltaic industry,this paper has successfully introduced the development process and policy evolution of China's photovoltaic industry.Secondly,it shall aim to comb the predominant underlying issues that exist in China's current photovoltaic industry.Subsequently,it will effectively analyse the deficiencies of the current policies in view of these issues.Thirdly,it will establish the comparison of China's photovoltaic industry policy with the main photovoltaic industry policies of the United States,Japan and Germany.Fourthly,by utilizing the longi Green Energy technology as an example,the advantages and disadvantages of China's photovoltaic industry policy have been thoroughly analysed from the perspective of the enterprises.Lastly,by effectively combining with the existing problems in China's photovoltaic industry policy and drawing on the successful experience of the developed countries,this paper has efficiently proposed policy recommendations to promote the rapid development of China's photovoltaic industry.
